The 51st meeting of the VTS Committee of the International Navigation Association (IALA) was held by web video from 16 September to 7 October. In the exchange and introduction session, Comrade Zhou Chi, the representative of the Chinese delegation of Ningbo Maritime Safety Bureau, introduced the construction practice, application effectiveness and future development of China's all-factor water "large traffic management" to the representatives of various countries with the theme of "VTS for More Connected and Intelligent", which was widely recognized and "liked" by all parties, and contributed Chinese wisdom to the prospect and direction of conceiving the "future VTS".

At this meeting, the Chinese delegation submitted a total of 3 proposals and 3 "four-year work plan" suggestions. During the meeting, Chinese representatives participated in 56 thematic meetings and 2 special reports on all 16 topics, and actively made suggestions and suggestions on many topics such as VTS safety culture, radar data interface, VTS product specifications, offshore autonomous surface ships, VTS information and data guidelines, VTS system functional requirements, VTS human factors and ergonomics guidelines, VTS demonstration courses, etc., and the suggestions put forward were adopted and affirmed by the Secretary General of IALA, the VTS Committee and representatives of all parties.

At the meeting, the head of the delegation, Jin Shengli, highlighted the great amount of work done by the Chinese delegation on various topics for the VTS Committee in recent years, and said that the Chinese delegation will continue to participate in relevant tasks, and suggested that the committee consider the work plan proposed by China for the next four years, which was fully recognized by the chairman of the committee.

After several years of deep cultivation and training, China's VTS implementation research team continues to grow, especially after the establishment of the VTS subcommittee of the Maritime Safety Bureau of the Ministry of Maritime Affairs, communication and coordination, overall scheduling, service guarantee and other work are more efficient, the participation mechanism, daily research mechanism and talent team construction mechanism continue to mature, and the resources of all parties of "government, industry, academia and research" are further integrated. At this meeting, our delegation made breakthroughs in the number of topics involved, the depth of the tasks involved, and the scope of participants. Due to the limited number of participants, in addition to the 22 officially registered delegates, the delegation also organized more than 60 VTS personnel to observe the meeting, and the new mode of "international platform representatives participating in the conference and real-time broadcasting on domestic platforms" further stimulated the enthusiasm of domestic VTS practitioners to learn and research.
