Liu Qiang
Liu Qiang is currently a senior judge of the yulin intermediate court at the fourth level and the vice president of the Ali District Intermediate People's Court in Tibet. He has won the honors of the provincial court case-handling pacesetter, the sixth Yulin good man love and dedication to his post, the advanced individual of the national social service work of the Kuomintang Revolutionary Committee, and the honor of being awarded the second class merit once and the individual third class merit twice.
01 "I am willing to sign up for tibet aid work"
"I am willing to sign up for the work of aiding Tibet", in July 2019, when he learned the news of the aid to Tibet, Liu Qiang actively signed up to participate, as the ninth batch of Shaanxi cadres in the country to aid Tibet, and went to the Ali District Intermediate People's Court in Tibet for a three-year assistance work.
Ali is a mysterious and unfamiliar place for most people. Although Liu Qiang made psychological preparations in the early stage, when he first arrived here, problems such as cold and lack of oxygen, chest tightness and shortness of breath came to him. In the face of these problems, he actively sought advice from local doctors, inhaled oxygen regularly every day, took medicine on time, and tried to adjust to physical discomfort.
In order to overcome the incompatibility of the water and soil, he survived the first week, and he ate dry food brought from his hometown every day. "Although I lost more than ten pounds of weight, my adaptability gradually improved," Liu Qiang said with a smile, when he first arrived at Ali, he walked slowly and slowly, with his chest hunched over, and now he has already walked with his head held high.
After overcoming his mental and physical difficulties, he immediately threw himself into his work.
Go to the grass-roots courts to investigate and understand the basic situation... That's his first thing to do. In just one month, he traveled more than 5,000 kilometers, grasped the first-hand situation of grass-roots courts, and formed a series of research reports. Every time he goes to a grass-roots court, Liu Qiang will train everyone in trial business, help the judges here solve thorny legal problems, and occasionally there will be a lack of oxygen, but he still insists on revising legal documents for grass-roots judges and explaining them word by word.
02 "Our efforts are insignificant"
Liu Qiang has been engaged in civil trial work in the Yulin Intermediate Court, but here he not only engages in his own work, but also actively fills the position of all aspects of the court's work.
During the period of aid to Tibet, he was in charge of the administrative office of the Ali Intermediate People's Court, the trial management office, the case filing division, the assistance office and other departments. In 2020, he went to Shaanxi and Hebei provinces to dock and aid Tibet, signed a short-term tibet assistance agreement and a court co-construction agreement with the mainland court, and won 2.1 million yuan of aid funds for the Ali Intermediate Court Judges Exchange and Integration Base, and the project has been completed, creating conditions for mainland judges, experts and scholars to come to the Ali court for exchanges.
In addition, Liu Qiang actively organized nearly 20 cadres and policemen from Ali's two levels of courts to be sent to Shaanxi and Hebei courts to study with the case, and organized the presidents of Ali district courts at two levels to go to their counterpart courts in the mainland for exchanges, broadening the horizons of local cadres and policemen and improving the professional level of local cadres and policemen.
"During the period of aid to Tibet, I contacted the Yulin Intermediate Court to assist 70 laptops for the Ali Intermediate Court and the grass-roots courts to support the modernization of the offices of ali's two-level courts." Liu Qiang introduced that as a cadre aiding Tibet, I think it is more that we have received feedback from this hot land, and our efforts are insignificant, so we should thank every cadre who aided Tibet, it is this land that makes us understand that the strong faith is immersed in the unity of knowledge and action in the heart.

03 7 days of mediation to handle 153 cases involving migrant workers
During his stay in Tibet, Liu Qiang entered the pastoral area to popularize the law for the herdsmen and resolve contradictions and disputes; Enter the barracks, eliminate interference in the infrastructure construction of the border troops, provide legal support, and teach the family legal issues that the border guards are concerned about...
At the beginning of 2021, in a large project, there was a situation in which multiple migrant workers were owed wages, and in order to solve this incident, the court guided the migrant workers into litigation and solved the problem according to law.
Liu Qiang was ordered to lead the court cadres and policemen to take the initiative and actively carry out property preservation from the beginning of the case.
He and his colleagues have been fighting continuously, and have communicated with migrant workers on WeChat nearly a thousand times. In just 7 days, the mediation handled 153 cases involving migrant workers, and also handled more than 100 related disputes outside the case, and the first batch of tens of millions of yuan of execution funds were issued within 3 days, which not only straightened out the channels for migrant workers to solve problems according to law, but also solved the dilemma that construction enterprises could not confirm the identity of workers due to chaotic management.
"Thank you judges" After the migrant workers who were far away in the mainland received the payment, they called one after another to express their gratitude.
From a young man to a backbone, over the past 19 years, Liu Qiang has been pursuing "being a judge with a conscience", and he has demonstrated the work style of judges in the new era with a conscientious working attitude, profound legal knowledge and professional quality of judges.
