On October 17, 1999, he repeatedly filed a complaint with the organization, requesting verification and rehabilitation, and reinstatement of party membership.
On January 8, 2004, he passed away in a flash. Xinhua News Agency issued an obituary saying: Comrade Zhou Erfu, an outstanding member of the Communist Party of China, a loyal communist fighter, a former vice minister of culture, a famous writer, and a calligrapher, has passed away.
During and after Zhou's serious illness and after his death, Hu Jintao, Jiang Zemin, Wen Jiabao, Zeng Qinghong, Huang Ju, Li Changchun, Liu Yunshan, He Guoqiang, Song Ping, Li Lanqing, Hua Jianmin, Chen Zhili, Ba Jin, Liu Fuzhi, and Wang Guangying expressed their condolences and condolences in different ways.
