On April 3, 1955, Pan Hannian, then vice mayor of Shanghai, was secretly arrested, notably because he had concealed something that had happened 12 years earlier.
In 1943, Pan Hannian received an order from Rao Shushi to go to Shanghai to find Li Shiqun, the head of the Secret Agent of the Wang puppet government, and obtain detailed information from him that the enemy and the puppet were about to "sweep up."
After arriving, Li Shiqun was not in Shanghai, and Hu Junhe, who was responsible for receiving Pan Hannian, said that Li Shiqun was in Suzhou, and the two went to Suzhou, but when they arrived in Suzhou, the people left by Li Shiqun said that he went to Nanjing, and had no choice but to come to Nanjing again.
This time, he met Li Shiqun and another person, the head of the Wang puppet government, the traitor Wang Jingwei.
Wang Jingwei and Pan Hannian talked about the fact that he wanted to engage in a parliamentary politics and invite the Communist Party to participate; Pan Hannian said that he was engaged in intelligence and could not make decisions, and that the conversation between the two did not have any substantive content.
Pan Hannian's only mistake was not reporting the incident.
As a senior intelligence leader in the party, Pan Hannian hid this matter, which became an important reason for his future suffering; soon after Pan Hannian met Wang Jingwei, the Kuomintang military command spread the news about it, and Yan'an was very surprised, and Chairman Mao specifically asked Pan Hannian whether he had gone to see Wang Jingwei.
Out of the intellectual's vanity, love of face, and luck, Pan Hannian lied, and Chairman Mao believed him and comforted him.
12 years later, Pan Hannian told the matter again, overturning his own lie, Chairman Mao was very angry at this, so he instructed: "This person can not be trusted from now on", thus Pan Hannian began his 20-year imprisonment.
Little is actually known, as early as 1937, Chairman Mao said such a thing.
After the Zunyi Conference in 1935, Chairman Mao became the main head of the Party Central Committee, a situation that required the approval and recognition of the Comintern at that time.
In order to report the news to the Comintern in Moscow, Zhou Enlai and Bogu decided to send Chen Yun and Pan Hannian to the Soviet Union to report the news, and for the sake of insurance, the two of them took one by water and the other by land.
In February 1935, Pan Hannian disguised himself as a trader and arrived in Moscow in April via Hong Kong and Shanghai through Yunnan, while Chen Yun arrived in Moscow in June, Wang Ming was very sorry to learn that Bogu was dismissed, but he was satisfied to know that Zhang Wentian had succeeded Bogu.
In order to convey to the Party Central Committee the decision of the Communist International and the spirit of establishing an anti-Japanese united front, Wang Ming sent Pan Hannian and Zhang Hao back to Yan'an to pass on the news.
After Zhang Hao set off, Wang Ming sent Pan Hannian to the Comintern Intelligence Bureau for three months to study and memorize the "new code." After that, Wang Ming asked Pan Hannian, in his capacity as deputy director of the Foreign Relations Committee of the Soviet Government, to contact Deng Wenyi, military attaché of the Kuomintang Embassy in the Soviet Union, to discuss matters of cooperation between the Kuomintang and the Communist Party.

Unexpectedly, Pan Hannian really did it according to Wang Ming's instructions.
He agreed with Deng Wenyi that he would continue negotiations with The Kuomintang representative Chen Guofu in Nanjing in July 1936, and in January 1936, Pan Hannian left for China, and in May, he came to Hong Kong, when he was worried that he would first return to northern Shaanxi and then to Nanjing, afraid that the time would not be too late, so he gave Chen Guofu a message and asked him to pick himself up.
In July, Chen Guofu sent someone to take him to Nanjing, and when Chen Guofu learned that Pan Hannian had not yet contacted the Yan'an side, he directly refused to see him, asking him to return to Yan'an first, and when the CPC Central Committee agreed, he asked him to talk to him again.
The Kuomintang all knows that the center of the CPC is in Yan'an, and Pan Hannian is indeed still a little immature politically, believing that Wang Ming's words can also be decided.
In this way, Pan Hannian arrived in Yan'an in August.
From the perspective of time, Pan Hannian set off at the same time as Zhang Hao, but in the end Pan Hannian did not return more than 9 months later than Zhang Hao, and Chairman Mao was very dissatisfied with Pan Hannian's approach.
And most importantly, at that time, Zhang Guotao was engaged in splittism, and later, under the supervision of Zhang Hao, Zhang Guotao led his troops to return, and as soon as Pan Hannian returned to Yan'an, he called himself a representative of the Communist International, and also questioned Zhang Hao's inability to mediate the contradictions between Zhang Guotao and the central authorities.
For Pan Hannian to do this, we can see his political immaturity.
Later, Chairman Mao said to Zhou En: "Pan Hannian, a person who does not know the importance of such an important code, has been in his mind for nine months, and if he does not actively return to the central base area in northern Shaanxi and hand over the password to the confidential office, he will do other things, but he will first go to the Kuomintang-Republican peace talks, so that we will wait here in a hurry and delay the important matter, and such a person cannot be trusted." ”
Chairman Mao also knew the importance of the problem, and after a while he added: "Bogu and Wang Ming attach great importance to and trust Pan Hannian, and the task that Pan Hannian gave to Wang Ming was much heavier than handing over the code to the central authorities. ”
Despite this, Chairman Mao later made Pan Hannian hold many important positions.
