On the 28th, this reporter learned from the Intermediate People's Court of Tongliao City, Inner Mongolia Autonomous Region, that The case of Liu Wenjie (nicknamed Da Fei) and 35 other people for organizing, leading, and participating in a mafia-type organization was publicly pronounced at the Kezuo Zhongqi People's Court.
After trial, it was found that Liu Wenjie and his younger brother Liu Xiaofeng had been operating passenger transportation from Tongliao to Shebotu since the 1990s, and were developed by Xue Guanghui and recruited under his command. After Liu Xiaofeng's shooting of Han Manda in 1998, the brothers became famous in the Tongliao area, and Liu Wenjie was later sentenced to 5 years in prison for picking quarrels and provoking troubles and harboring.
In 2001, after Liu Wenjie was released from prison, he began to solicit two laborers and idle members of society to continue to engage in passenger transport work. Under the protection and connivance of Liu Kaihong, then director of the Horqin District Transportation Management Office, he forcibly acquired the operation rights and vehicles of adjacent lines one after another, and his economic strength gradually grew. Since October 2004, Liu Wenjie has successively established three land transportation limited liability companies, gathered An Mou and others into the company, and used his relatives to manage the company to engage in illegal and criminal activities in a company-style organization, grabbing huge economic benefits, and laying the foundation for the completion of capital accumulation of the mafia-type organization.
It has been learned that the members of the organization have cracked down on competitors through means such as threats of violence, verbal abuse, and psychological coercion, and have repeatedly carried out various illegal and criminal activities in an organized and premeditated manner, wantonly oppressed and maimed the masses, seized illegal economic benefits, illegally controlled the transportation and other fields in and around the Horqin District, seriously undermined the order of the transportation industry, the local economic and social development, and the order of the people's lives, and caused a major social impact in the Tongliao area.
In the end, the Kezuo Zhongqi People's Court comprehensively considered Liu Wenjie's recidivism, meritorious service, admission of guilt and acceptance of punishment, and sentenced defendant Liu Wenjie to 20 years' imprisonment, deprivation of political rights for 5 years, and confiscation of all personal property on 16 counts, including organizing and leading a mafia-type organization; the remaining members of the mafia-related organizations were sentenced to fixed-term imprisonment of 15 to 1 year and 6 months, and were sentenced to additional sentences, and 4 other defendants were sentenced to corresponding punishments.
