The dam guards wore raincoats and rain boots, held shovels in their hands, and braved the rain to be busy, and the water level of the Hefei "Mother River" behind them, the Nanmi River, had exceeded the guaranteed water level for many consecutive days. Not far away, the water level of Chao Lake has also reached the highest value in history. "This year's water level is so high that I estimate it's now at least 20 centimeters higher than the 2016 water mark." Xuan Changlong, secretary of the construction workstation, told reporters that the water level scale they left on the Nanmihe Bridge during the flood season in 2016 has been covered. In the past few days, Hefei's flood control emergency response has jumped from level three to level one, the water level of the Nanmi River has risen all the way, the flood situation is the order, and the emergency duty points along the embankment of the NanmiHe River have been continuously woven. In order to ensure the safety of the embankment, starting at 5:00 a.m. on July 19, the flood control duty point of the Shikou section of the Nanmihe River immediately organized engineering vehicles and more than ten staff to strengthen the 1.5-kilometer embankment along the line.
Shu Congming is a native of Shikou who lived by Chaohu Lake for generations and only moved away from his hometown in 2009 when Hefei built the Nanmihe Bridge. Shikou village is close to Chao Lake, the villagers rely on water to draft, one-third of the families in the village are fishing for a living, in 2015 Baohe District to start the fishery transformation and upgrading, fishermen have switched to production "on the shore", the elderly fishermen spontaneously formed a "fishermen dam team" of more than ten people, Lao Shu is the leader of this team. During the flood season, the team members patrolled the dam to check for danger, cleaned up garbage and weeds along the lake and river on weekdays, and were active on the embankment all year round. "To say that along the Nanmi River and Huanchao Lake, no one is more familiar with the situation than them, and there are them on the dam, and I feel much more at ease." Xuan Changlong said that the fishermen's dam guards, including Shu Congming, are all local "soil experts" and "living maps", and they are very familiar with the 5-kilometer levee along Huanchao Lake and along the Nanmi River, which is responsible for the Shikou workstation.
Shu Congming is a veteran party member who experienced flood control in 1991 and flood control in 2016, and during the flood season in 2016, Shu Congming led the "fishermen's dam guard team" to fight on the levee for 35 consecutive days until the water level dropped below the warning line. On July 17, after Hefei launched the flood control secondary response, the Shikou flood control duty point was set up under the Nanmihe River Bridge, and the "Fishermen's Dam Guard Team" was divided into two teams on duty 24 hours a day, adjusting the frequency of inspection from two hours to one hour.
When it comes to the daily "embankment patrol task", the fishermen dam guards have long been confident. "We have been guarding the banks of the Nanmi River for a lifetime, and we can't leave at this time, and we can't leave without the water retreating, I believe that this time the Nanmihe River will be able to pass smoothly as usual!" The rain was still pouring down, and the faces of the fishermen's dam guards on the banks of the Nanmi River were mixed with sweat, and the party flag was flying on the new dam that had been repaired.
