Those who have received a social security card but have not used a social security card to receive benefits

Insured persons of enterprises, government agencies and public institutions

The unit shall uniformly declare to the provincial level handling agency and change it to a social security card to issue benefits.

Flexible employment personnel

Bring your valid identity document and the social security card with activated financial functions to Hunan Talent Market Co., Ltd. before December 31, 2021 to go through the change procedures (address: No. 10 and No. 11, no. 10 and 11 windows on the second floor of the office hall, No. 168 Xiangfu Middle Road, Yuhua District, Changsha City). Insured persons who have not applied for or lost their Social Security Card

Carry your valid ID card, select the nearest social security card instant card service outlets to apply, replace and activate the social security card, social security card instant card service outlets, please log on to the Hunan Provincial Human Resources and Social Security Department portal (https://rst.hunan.gov.cn/) "Notice Announcement" column inquiry. After receiving the social security card, go through the formalities for changing the treatment of the social security card in accordance with Article 2 of this announcement.

It is reported that in addition to the provincial level, at present, a number of cities and prefectures in the province have issued announcements, adding new insured personnel who have handled the procedures for receiving the basic old-age insurance for enterprise employees and the old-age insurance treatment of organs and institutions, and their old-age insurance treatment will be issued through social security cards in a unified manner, and non-social security cards will no longer be used to issue benefits.

Social Security Card Processing Process

1. Persons who have not applied for a social security card may apply for it in the following ways:

(1) On-site application. The applicant brings his/her valid IDENTITY card to the local card issuing bank's instant card making service outlet to collect information on the spot, make and activate the card on the spot.

(2) Online application. After submitting the personal card information through the "Wisdom People's Society APP", the applicant shall bring his/her valid identity document to the instant card making service outlet of the card issuing bank to collect the card and activate it on the spot; the inter-provincial remote personnel can choose the Bank of China and the Industrial and Commercial Bank of China online to provide mailing services, and activate the card according to the activation method prompted by the issuing bank after receiving the card.

(3) Other circumstances. Persons without capacity for civil conduct and limited capacity for civil conduct, as well as special groups such as the elderly and persons with limited mobility, may have guardians or other agents handle social security card business. When handling, in addition to submitting the valid identity documents of the ward or the principal, it is also necessary to submit the valid identity documents of the agent and the proof of the legal agency relationship. If there are other special circumstances that require on-site service, you can apply to the local card issuing bank to provide on-site service.

2. Personnel who have applied for a social security card need to confirm whether their social security card can be used normally:

(1) If the social security card is lost or damaged, the cardholder needs to go to the local issuing bank's instant card making service outlet with a valid identity document to go through the replacement card procedures; the cross-bank card replacement must first go to the original issuing bank branch to cancel the original social security card, and then select other banks' instant card making service outlets to make the card and activate it.

(2) If the social security card is not activated or no transaction is automatically frozen for more than 6 months, it is necessary to go to the branch of the issuing bank with a valid identity document and a social security card to go through the activation procedures.

(3) If you forget the financial account password of the social security card, you need to go to the branch of the issuing bank with a valid identity document and a social security card to go through the financial password reset procedures.
