"Demonstration of the Construction of a Rule of Law Government and The Creation of Online Media Bi Jiexing" "1+1" Zhang Lu, a volunteer lawyer for Chinese legal aid: Serving the people and keeping the original intention of legal aid fulfilling its mission

From 2015 to 2021, the last five years of the rule of law festival were fruitful, providing a strong legal guarantee for the construction and implementation of the new development concept demonstration zone to win the battle against poverty and the sustained and healthy development of the economy and society, and the flower of happiness flourished on this land.

Entering the next five years, the recently held rule of law Bijie demonstration creation mobilization deployment meeting put forward a clear route: further summarize and make good use of the results of the rule of law Bijie creation, and continue to deepen and expand the rule of law Bijie demonstration creation work.

In order to implement the requirements of the mobilization and deployment meeting for the demonstration of the rule of law, from October 11, the colorful Guizhou network organization launched the "Key Network Media BijieXing" activity, inviting 20 media representatives such as central media reporters in Qianzhou and provincial mainstream media reporters to enter Guizhou Bijie to explore more new highlights and new atmosphere in the construction of a rule of law government.

What kind of scenery is the rule of law in everyone's eyes? Let's feel it with the pen of the reporter in front of us.

Colorful Guizhou Network · Zhongwang News (Ning Kunhao) In the face of high-paying jobs with hundreds of thousands of dollars per year and unpaid public welfare positions, perhaps most people will choose the former. In order to realize his dream of legal aid, Mr. Zhang Lu from Shandong Province resolutely stepped onto the road of legal aid - joining the "1+1" Chinese legal aid volunteer action team.

It is understood that the "1+1" legal aid volunteer action is composed of a volunteer lawyer plus a college student volunteer or grassroots legal service worker to the areas where legal services are scarce in the central and western regions, provide legal services for the local people in need free of charge, and cultivate legal service talents for the local areas.

Its service scope mainly includes: providing legal advice, handling various legal aid cases, undertaking government legal counsel, cooperating with the government to resolve social contradictions and disputes, carrying out legal popularization activities, and assisting the government in building a public legal service platform in rural areas and communities.

Chasing the original intention is only to realize the dream of the law

Why did you choose to participate in the "1+1" China Legal Aid Volunteer Initiative? In Zhang Lu's words, "He had a dream of legal aid a long time ago."

The "1+1" China Legal Aid Volunteer Action first began in 2009, when Zhang Lu, who was working at the secretariat of the Shandong Lawyers Association, first learned of the activity and had the idea of being a legal aid volunteer.

"But there is a hard condition for volunteer action, that is, it takes more than three years to practice, and at that time, I had not yet obtained a lawyer qualification certificate and did not meet the conditions for volunteering." Zhang Lu regretted missing out on this opportunity.

In the following 12 years, Zhang Lu successfully obtained the lawyer qualification certificate through unremitting efforts, and worked in Grandall Lawyers (Jinan) Firm, becoming a practicing lawyer.

During this period, due to factors such as the fact that the children at home were still young and needed to be taken care of, Zhang Lu never had the opportunity to sign up for the "1+1" China Legal Aid Volunteer Action.

The dream is still there, and the original intention has not changed. This year, Zhang Lu repeatedly discussed with his family and won the full support of his family. After all the conditions were met, Zhang Lu signed up for the "1+1" China Legal Aid Volunteer Action and was successfully selected, becoming a member of the team and realizing his dream wish.

The dream of getting married to Hezhang landed on the ground

On July 13, the launching ceremony of the "1+1" China Legal Aid Volunteer Action 2021 was held in Beijing, and 131 volunteer lawyers and 120 university student volunteers (or grassroots legal service workers) who were publicly selected were sent to 131 counties (districts and cities) in 13 provinces (autonomous regions) including Guizhou and Gansu to carry out legal aid volunteer service work.

As one of 131 volunteer lawyers, Zhang Lu was sent to Hezhang County, Bijie City, Guizhou Province, to start his own legal aid journey.

In the past three months of work, Zhang Lu has received many consultation questions from migrant workers asking for wages at the legal consultation service window of the Hezhang County Legal Aid Center.

"When migrant workers ask for wages, there is no evidence to prove their labor relationship with the company, not even an IOU." When he first arrived in Hezhang, Zhang Lu found that a small number of people's legal awareness was relatively weak, so that their legitimate rights and interests could not be protected.

In this regard, whenever a migrant worker brother comes to consult on relevant matters, Zhang Lu and his colleagues will instruct them to retain evidence in a timely manner to ensure that their legitimate rights and interests are protected to the greatest extent. At the same time, we will publicize the Constitution, the Civil Code and other laws and regulations to migrant workers, guide them to consciously study, understand, abide by and use the law, safeguard their legitimate rights and interests in accordance with the law, and legally resolve contradictions and disputes.

In just 3 months, Zhang Lu handled 24 cases. Judging from the stipulation of no less than 20 cases a year, Zhang Lu has completed the task volume of the whole year ahead of schedule, but he feels that the burden on his shoulders is heavy.

"Although I have been practicing for 10 years, I have handled many cases here that I have not encountered before, and my business ability has been greatly improved and I have gained good experience." Zhang Lu believes that the experience of legal aid volunteers is a very valuable experience, through this trip to Hezhang, it will also have a certain impact on their future career direction, after returning to Shandong, they will do more legal aid work and help more people in need.
