Liaoning Province disclosed the "review" of the central ecological environmental protection inspector and the special inspector of ecological protection and restoration of the Bohai Sea to transfer the responsibility for ecological and environmental damage to the accountability of the problem
From November 5 to December 5, 2018, the Central First Ecological Environmental Protection Supervision Group carried out the central ecological environmental protection inspection "looking back" in Liaoning Province, and simultaneously carried out a special inspection of the ecological protection and restoration of the Bohai Sea. On May 15, 2019, the inspection team gave feedback to Liaoning Province on the inspection opinions and handed over 6 cases of responsibility for ecological and environmental damage, requiring serious investigation and serious handling.
The provincial party committee and the provincial government attach great importance to it, and while conscientiously grasping the rectification of ecological and environmental problems, they immediately organize relevant departments to investigate and verify the issue of responsibility for ecological environmental damage. On the basis of the ascertained facts, in accordance with the relevant regulations, and with the consent of the provincial party committee and the provincial government, it was decided to investigate the responsibility of 119 responsible personnel, of whom 13 were cadres at the department level, 51 were cadres at the department level, 53 were cadres at the section level and below, and 2 other personnel were given (at the level of their posts at the time); 61 people were given party discipline and government affairs sanctions, 52 people were handled by organization, and 6 people were handled by other means. The relevant information is hereby reported as follows.
1. The illegal storage of 1.5 million tons of sludge in the Zhujia area of Shenyang City lacks supervision and pollution transfer
Shenyang City has not grasped the preliminary work of the disposal of sludge in the Zhujia area tightly and the progress has been slow. Due to the serious lag in the improvement of the work, the sludge was transferred to Tieling, Fuxin and other places for decentralized disposal, and the supervision in the process of transfer and disposal was seriously lacking, and the off-site disposal became pollution transfer. In accordance with the relevant regulations and cadre management authority, Yu Zhenming, then vice mayor of Shenyang, was given a warning to talk, Li Jining, then director of the Shenyang Municipal Environmental Protection Bureau, was given a warning punishment for government affairs, and the other 3 relevant responsible personnel were given administrative sanctions.
Second, the problem of poor remediation of sludge and oil slag pits in Tai'an County, Anshan City
Anshan City and Tai'an County have not completely banned and shut down the "soil small refinery" plant, and the pollution of the sludge and oil slag pits and ponds has not been effectively rectified. In 2017, after the Central Environmental Protection Inspection Group handed over the masses to report the problem, Anshan City and Tai'an County did not pay enough attention to the rectification work, the work was not effective, and the rectification work seriously lagged behind. In accordance with the relevant regulations and the authority of cadre management, Wang Danqun, then vice mayor of Anshan City, and Ma Changqing, secretary of the Tai'an County CPC Committee, were given a warning to talk and deal with, Liu Guangxin, governor of Tai'an County, was given a warning punishment for government affairs, and 24 other relevant responsible personnel were given party discipline and government affairs sanctions and organizational handling.
Third, Fushun City perfunctory rectification, river water quality deterioration problems
Fushun City has paid insufficient attention to the rectification work of the central environmental protection inspectors and promoted them effectively, and the "one river, one policy" governance measures have been perfunctorily responded. The Dongzhou District Party Committee, the District Government, the Management Committee of the High-tech Zone and relevant departments lack supervision, relax the standards for the management of sewage plants without authorization, and do not supervise the problem of excessive discharge of pollutants by enterprises. In accordance with the relevant regulations and the authority of cadre management, Wang Jinhua, vice mayor of Fushun City, was given a warning within the party, Wang Yushuang, then secretary of the Dongzhou District CPC Committee, and Zhang Yuliang, secretary of the Dongzhou District CPC Committee and secretary of the Party Working Committee of the High-tech Zone, was given a serious warning within the party, and 22 other relevant responsible personnel were given party discipline and government affairs sanctions and organizational handling.
4. Illegal reclamation in Linghai City, Jinzhou
Jinzhou Linghai City adopted the method of "fragmentation and decentralized approval" to illegally implement reclamation and illegally develop tourism projects, but Jinzhou City did not stop it, but supported the project construction. The Provincial Department of Transportation is not strict and arranges funds to support the construction of illegal projects. In accordance with the relevant regulations and the authority of cadre management, Wang Liwei, then vice mayor of Jinzhou City, was given a warning punishment within the party, Zhao Jinbo, then secretary of the Linghai Municipal Party Committee, and Li Jirui, then director of the Comprehensive Planning Department of the Provincial Department of Transportation, was given a warning and handling, and 28 other relevant responsible personnel were given party discipline and government affairs sanctions and organizational handling.
Fifth, Yingkou City perfunctory rectification, domestic garbage pollution rectification is not effective problem
Yingkou City's overall promotion of the rectification and reform of domestic garbage pollution problems is insufficient, the rectification is not effective, the harmless treatment facilities have not been built for a long time, and the environmental pollution is becoming increasingly serious. After the feedback from the Central Environmental Protection Inspection Group in 2017, the domestic waste incineration power generation project in Yingkou City was slowly promoted, resulting in the problem of littering of domestic waste. In accordance with the relevant regulations and cadre management authority, Gao Wei, then vice mayor of Yingkou City, Fan Xiaofeng, then vice mayor of Yingkou City, and Dai Ping, then director of the Housing and Urban and Rural Planning and Construction Commission of Yingkou City, were given admonitions to talk and deal with, and the other 5 relevant responsible personnel were given party disciplinary sanctions and organizational handling.
Sixth, Suizhong County, Huludao City, false rectification problem
Suizhong County, Huludao City, is not resolute in its attitude towards the rectification work of the central environmental protection inspectors, and its work style is unrealistic, and even the yang and yin are violated, and the illegal projects are promoted to continue to be implemented. Huludao City failed to supervise and inspect the relevant work, and neglected to inspect the false rectification behavior of Suizhong County. In accordance with the relevant regulations and the authority of cadre management, Hu Wei, then vice mayor of Huludao City, was given a warning punishment for government affairs; Li Shucun, then secretary of the Suizhong County CPC Committee, was given a serious warning punishment and dismissal from his post within the party; Ma Maosheng, then the county magistrate of Suizhong County, was given a serious warning punishment and dismissal within the party; and 20 other relevant responsible personnel were given party discipline and government affairs sanctions and organizational handling.
The provincial party committee and the provincial government resolutely implement Xi Jinping Thought on Ecological Civilization, thoroughly implement the major decisions and deployments of the Party Central Committee and the State Council on promoting the construction of ecological civilization and strengthening ecological environmental protection, and seriously deal with the "looking back" of the central ecological environmental protection inspector and the transfer of the responsible person for the special inspection of ecological protection and restoration of the Bohai Sea, which demonstrates the firm determination and clear attitude of the provincial party committee and the provincial government to practice Xi Jinping Thought on ecological civilization. All levels and departments of the province should firmly establish the "four consciousnesses", strengthen the "four self-confidence", achieve "two maintenance", fully practice the concept that green water and green mountains are golden mountains and silver mountains, ice and snow are also golden mountains and silver mountains, conscientiously implement the same responsibility of the party and government, one post and double responsibility, adhere to the same direction and undiminished intensity, adhere to accurate pollution control, scientific pollution control, and pollution management according to law, effectively grasp the rectification and implementation of the central ecological environmental protection inspector and the feedback of "looking back", deeply fight the battle against pollution, and continuously improve the quality of the ecological environment.
