Whoever uses the motor vehicle registration certificate, number plate, driving permit, inspection pass mark, or insurance mark of another vehicle shall be confiscated by the traffic management department of the public security organ, detain the motor vehicle, and shall be fined not less than 2,000 yuan but not more than 5,000 yuan.
