In order to give full play to the role of rural grassroots party organizations as fighting bastions and comprehensively improve the level of grassroots party building in the township, on September 17, under the leadership of Zhang Zhanfeng, secretary of the township party committee, the suburban and township organizations organized the grass-roots party building in the third quarter of 2021 to "observe the village by village and promote the whole township" evaluation activity. The observation mainly focused on the three key tasks of grasping the foundation of party building, grasping party building to promote reconstruction, and grasping party building and aesthetic environment, and evaluated and scored five aspects: the daily work of branch secretaries, post-disaster reconstruction, village office position construction, village environmental sanitation, and standardized construction archives. The appraisal requires all villages to make careful preparations in accordance with the detailed rules, compare the actual performance and rank the ranking, and effectively promote the overall improvement of the party building work in the whole township.
In the critical period of post-disaster reconstruction that has just been received from flood prevention and flood control and epidemic prevention and control, the party committees of suburban and rural areas attach great importance to this evaluation activity of "observing village by village and promoting the whole township", clarifying the responsibilities of party building, various work time nodes, acceptance standards, etc., strengthening the guarantee of party building, firmly establishing the awareness of party building of grass-roots party building responsible persons, effectively creating a working atmosphere for grass-roots party building, and providing strong support for the promotion of key work such as post-disaster reconstruction with strong party building.
Members of the leading bodies of the township party committees, secretaries of village branches, and responsible personnel of some units and offices observed each village in the 11 administrative villages under our township's jurisdiction, conscientiously inspected the party building position construction, system construction, leading body building, post-disaster reconstruction, and village appearance of each village, listened to the recent work reports of the party branch secretaries of various villages, the work carried out by the first secretary in the village, and checked the records of the "three meetings and one lesson," the records of the "four discussions and two openness," and the main party day. The whole observation does not take the form, does not go through the formalities, strictly compares the scoring rules, and conducts scoring and evaluation. Observers inspected the hygiene and data content of each village's village on the spot, the situation of replanting and replanting after the disaster, the daily use and maintenance of the cultural square, the governance of the village appearance of the living environment, and the responsibility of the village cadres, and objectively scored them. Through observation and evaluation, grass-roots party branches such as Guo Wang and Hou Xie stood out, and at the same time, 42 problems existing in 11 administrative villages were also collected. Ge Hongbing, deputy secretary of the township party committee, said that he would conscientiously record the problems discovered during this observation, sort out the rectification and reform ledgers, and feedback the problems existing in each village to the villages, and demanded that all villages attach importance to the work of grass-roots party building with a high sense of responsibility, squarely face up to the gaps, discover the problems, and institute reforms, promote the villages to learn from each other and learn from each other innovative methods, advanced experiences, and work characteristics, consciously look for gaps, and do a good job in checking and filling in the gaps.
In accordance with the general idea of "typical guidance, demonstration and driving", take the observation of party building as a platform to give play to the leading role of advanced and typical demonstrations. According to the results of the appraisal, the party branch of the administrative village of Qiwang and the party branch of the Administrative Village of Houxie, which have a relatively good foundation for party building, the relatively fast speed of post-disaster reconstruction, the promotion of rural economic development, the resolution of contradictions and disputes, and the work of the masses, have been listed as advanced and typical cultivation targets, and at the same time, they have given vigorous support to hardware construction and strive to cultivate them into demonstration points for party building. At the same time, it will guide other villages to benchmark and position themselves, so that grass-roots party organizations and the majority of party members and cadres can learn from examples and catch up with goals.
Through observation and evaluation, the purpose of "diagnosing and inquiring about the pulse" and finding "lesions" was achieved, the problems of party building in various administrative villages were fully exposed, and the direction and key points were drawn for the development of the next step of work. All administrative villages have expressed the need to study with an open mind, conscientiously rectify and reform, actively absorb the work experience of advanced villages, and strive to greatly improve the level of party building work in their villages. Finally, Comrade Zhang Zhanfeng, secretary of the township party committee, summed up and put forward requirements for further doing a good job in grass-roots party building. The first is to improve the position of the station to grasp party building. The secretaries of all administrative village branches should regard the promotion of party building as the most important task and grasp the actual achievements.
