Female employees may, with the consent of their organs, enterprises, public institutions, social groups and other organizations, add an additional month to three months.
Earlier, some netizens reflected through the "Leadership Message Board" of the People's Network that according to article 3 of the "Decision of the CPC Central Committee and the State Council on Optimizing The Birth Policy to Promote the Long-term Balanced Development of the Population", "the implementation of the three-child birth policy and supporting support measures is still family planning", but the "Beijing Municipal Population and Family Planning Regulations" that Beijing municipal employees follow when taking maternity leave are still in article 17 to advocate that a couple have two children. In the context of the birth registration service system for those who give birth to less than two children, the birth registration service system is implemented in accordance with the relevant provisions of the state, and female employees who gave birth to three children on May 31 have now taken 51 days of maternity leave, leaving only 47 days. If the relevant provisions do not tighten the coverage of three-child female employees, it is feared that some three-child female employees will not be able to enjoy the three-child birth policy and supporting support measures that they should enjoy. We urge the Standing Committee of the Beijing Municipal People's Congress to study and implement it as soon as possible.
The Beijing Municipal Health Commission said in its reply that Beijing will speed up the revision of the "Beijing Municipal Population and Family Planning Regulations" in accordance with national requirements.
This is a matter of legal policy convergence. In fact, expressions such as "those who give birth according to regulations, in addition to enjoying maternity leave prescribed by the state, enjoy maternity incentive leave for 30 days, and their spouses enjoy paternity leave for 15 days" are derived from the "Rewards and Social Security" section of the current "Beijing Municipal Population and Family Planning Regulations".
In order to thoroughly implement the Decision of the CPC Central Committee and the State Council on Optimizing Fertility Policies to Promote the Long-term Balanced Development of the Population, the National Health Commission issued a notice in July: it is necessary to thoroughly assess the population development situation, work basis and policy implementation risks in the region, and scientifically formulate implementation plans. Promptly request the provincial people's congress or its standing committee to revise the regulations on population and family planning in that province (autonomous region, municipality), focusing on the revision of relevant content such as birth regulation, incentives and social security, inclusive childcare services, family planning services, and legal responsibilities.
In addition, the national teleconference on optimizing fertility policies held in Beijing on July 27 also mentioned that it is necessary to speed up the revision of relevant laws and regulations, clean up and abolish social support fees and other regulations, and strengthen policy adjustment and convergence.
