Recently, the Zhangjiajie City Public Security Bureau in Hunan Province successfully arrested Jiang Mouzhong, a drug trafficking fugitive from the Ministry of Public Security's drug target case, in Yunnan. This case is also the first time since the nationwide anti-drug "nail pulling and fleeing" operation that the Zhangjiajie anti-narcotics department has smashed a gang that uses overseas as a base for transnational smuggling, transportation, and trafficking of drugs, arresting a total of 13 criminal suspects, seizing 31 kilograms of heroin, methamphetamine and other drugs, and the market value involved in the case is about 12 million yuan.
Case details
In March 2018, the anti-drug brigade of the Wulingyuan Branch of the Zhangjiajie Municipal Public Security Bureau learned in its work that a man who called himself "Xiang Uncle" had a small amount of high-purity and good quality methamphetamine secretly peddled in a specific circle of friends.
After investigation, "Xiang Uncle" scientific name Peng Mouxiang, a native of Sangzhi County, Hunan Province, the investigation showed that from May 4, 2018 to June 13, 2018, 39 days, he transferred 42 funds to an account through a bank TELLER, with a total transfer amount of more than 350,000 yuan.
The investigation shows that Peng Mouxiang has never left Zhangjiajie, and the police analyzed that his drugs should have been obtained through online mailing, so a drug hunting network was quietly opened.
Because "Xiang Uncle" has no fixed place to live and his life is irregular, the police handling the case arrested him on June 23, 2018, when "Xiang Uncle" went to a courier store to collect drug packages, after nearly 20 days of groping and squatting.
After peng Mouxiang was arrested, under the strong legal offensive of the police, the psychological defense line was quickly broken, and the details of the drug transaction with Jiang Mouzhong, who was on the line of Myanmar, were fully explained, and a transnational drug trafficking network gradually appeared.
Because it involved cross-provincial and transnational drug trafficking and the seriousness of the case, the public security organs quickly set up a special case group and listed Jiang Mouzhong, an important drug trafficking suspect, as the target of online pursuit, vowing to completely destroy this transnational drug trafficking network and wipe out all the lawbreakers and criminals.
Successfully captured Jiang Mouzhong
The special case team quickly found out the details of Peng Mouxiang's on-line Jiang Mouzhong, a 26-year-old whose household registration is in Pu'er City, Yunnan Province, has no legitimate occupation, lives abroad all year round, and the family of his foreign wife makes profits from drug trafficking.
Jiang Mouzhong was suspicious and cunning by nature, and had a strong sense of anti-reconnaissance, often buying drugs abroad and then smuggling them back to Yunnan, China, in the form of ants moving, arranging for others to disguise drugs as various local specialties and packaging scattered mail, or special processing of solid wood coffee tables, woodworking planers, jade, etc., hiding drugs in them, and then through logistics and freight channels.
On July 16, 2018, the special case team obtained important information, Jiang Mouzhong mailed four parcels marked with tea to Li mou in Luzhou, Sichuan, and the special case team immediately rushed to Sichuan, and when Li collected the package, he was arrested and arrested, and about 5 kilograms of methamphetamine tablets were seized at the scene.
After Jiang Mouzhong was included in the investigation scope of the special case team, after investigation, Jiang Mouzhong successively trafficked various drugs to Hunan, Sichuan, Liaoning, Guangdong, Guangxi, Shaanxi and other provinces and cities in China, and in 2018, the case was listed as a drug target case of the Ministry of Public Security.
From August 2018 to December 2019, the special case team went to Yueyang in Hunan, Hanzhong in Shaanxi, Liuzhou in Guangxi, Maoming in Guangdong, Xiaogan in Hubei and other places to arrest more than 10 drug suspects, including Wu Mouchun and Wu Moucheng, and seized about 20 kilograms of various drugs, including about 3 kilograms of heroin, about 12 kilograms of methamphetamine, and about 7 kilograms of Magu.
Due to Jiang Mouzhong's perennial overseas activities, with the loss of news of the downline with Jiang Mouzhong, Jiang Mouzhong is more vigilant, and the special case team has gone to Yunnan 6 times from 2018 to 2020, and has not been arrested and arrested. In 2020, the Zhangjiajie Municipal Public Security Bureau listed Jiang Mouzhong as a "nail object" in the "nail pulling and fleeing" operation.

After a long period of operation by the special case team, under the overall coordination of the Anti-Narcotics Bureau of the Ministry of Public Security, and with the help of the Yunnan Provincial Public Security Department, Jiang Mouzhong was immediately successfully arrested by the police after smuggling into Yunnan from Myanmar in March this year and safely escorted back to Zhangjiajie.
