On 25 October 2021, Burhan, Chairman of the Sudanese Sovereign Commission and Commander-in-Chief of the Sudanese Armed Forces, declared a state of emergency, dissolved the Sovereign Council and the Transitional Government, and relieved all governors. The Office of the Prime Minister of the Transitional Government of Sudan issued a statement on the same day saying that Prime Minister Hamduk was "kidnapped" at his residence in the capital Khartoum earlier in the same day. The security forces arrested several members of the Sovereign Commission, as well as some Transitional Government ministers and political leaders. The statement called on "Sudanese military leaders to assume all responsibility for the personal safety and security of the Prime Minister of the Government".
Burhan, commander-in-chief of the Sudanese Armed Forces, said on the 26th that a new civilian government would be formed to administer the country. The office of Prime Minister Hamduk of the Transitional Government of the Sudan issued a statement on the evening confirming that Hamduk and his wife had returned to their home in the capital, Khartoum. Many other transitional government officials remain detained in unknown locations, the statement said. According to local sources, Hamduk's residence is tightly "protected by security."
