According to public information, he graduated from Tsinghua University, worked as a lecturer, secretary of the Youth League Committee, political counselor, etc. in the School of Architecture of Tsinghua University in his early years, and briefly served as the assistant to the mayor of Liuzhou City in Guangxi Province and the director of the Municipal Urban Comprehensive Management Office.

In September 2002, Chen Gang was appointed Secretary of the Party Group and Director of the Beijing Municipal Planning Commission (Office of the Capital Planning and Construction Commission). In October 2006, he assumed the new position of Vice Mayor of Beijing, and in July 2012, Chen Gang became a member of the Standing Committee of the Beijing Municipal Party Committee.

It is worth mentioning that also in February 2017, Li Shixiang, then a member of the Standing Committee of the Beijing Municipal Party Committee and executive vice mayor, also ceased to serve as a member of the Standing Committee of the Beijing Municipal Party Committee, after which Li Shixiang became the vice chairman of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference. According to the court's judgment, Chen Gang's first payment was in 2003, shortly after he became director of the Beijing Municipal Planning Commission.

From 2003 to 2018, Chen Gang accumulated a wealth of up to 128 million yuan in a number of positions by helping related enterprises in the change of the nature of land for construction projects, the adjustment of planning indicators, and the approval and acceptance of projects.

In the official briefing, Chen Gang was accused of being "extremely greedy."

According to a report from the Central Commission for Discipline Inspection and the State Supervision Commission, Chen Gang once used his power to build luxurious private gardens and gardens for personal enjoyment, cheated and cheated, occupied more houses in violation of regulations, entered and exited in violation of regulations, monopolized private clubhouses, and occupied luxurious suites in hotels for many years without compensation.

On January 5, "financial tiger" Lai Xiaomin was executed, and his wealth was as high as 1.788 billion.

Judging from the length of their sentences, most of the "tigers" who have amassed more than 100 million yuan have been sentenced to life, suspended death, or even executed immediately.

But there are exceptions.

For example, Zhang Yue, a former member of the Standing Committee of the Hebei Provincial PARTY Committee and former secretary of the Political and Legal Affairs Commission, who accepted bribes of more than 156 million yuan, was sentenced to 15 years in prison. The court said that Zhang Yue voluntarily surrendered after committing a crime and truthfully confessed his crime, which was a voluntary surrender; after returning to the case, he reported and exposed the major crimes of others, which were verified to be true and had major meritorious performance.

Like Zhang Yue, Chen Gang also had a major meritorious performance.

The Nanjing Municipal Intermediate People's Court said that Chen Gang surrendered to the case-handling organs when he had not yet been investigated, talked, or interrogated, truthfully confessed his crimes, and constituted voluntary surrender; after returning to the case, he provided clues to crack other major cases, which were verified to be true, and had other major contributions to the state and society, and had major meritorious performance.

It is worth mentioning that after the Eighteenth National Congress, there are many "tigers" who have made major meritorious performances, but most of them are "providing clues to solve other major cases", and like Chen Gang, "other major contributions to the country and society" are very rare.
