Li Mouming and 13 other defendants made a first-instance judgment in the criminal case of evil forces
By means of violent means such as picking quarrels and provoking trouble and obstructing official duties, the construction was forcibly carried out, the sea area was seized, the social and economic order was disturbed, the social and economic order was caused by a relatively bad social impact, and a gang of "evil forces" was formed. After the verdict was pronounced, the persons involved in the case, Sun Mouqiang, Sun X, and others were not satisfied and appealed. Recently, the Dalian Intermediate People's Court ruled in the second instance, rejecting the appeal and upholding the original judgment.
Since April 2012, in order to obtain illegal economic benefits, Li Mouming has not obtained the right to use or operate the sea area in the outpost village of the Exchange Island Street Office of the Changxing Island Economic Zone, without obtaining the approval of the relevant state departments, and in the case of a dispute between the sea area involved in the case and Hao X, he has gathered Li Mouwen, Zhai Mouyong, Yu Mouchen and other organizational personnel, vehicles, and construction materials, forcibly carried out illegal dam construction around the sea, built a sea cucumber circle, and forcibly arbitrarily occupied the sea area involved in the case for up to six years.
Between 2013 and 2014, in order to prevent Li Mouming from illegally surrounding the sea and building a dam, the Maritime Supervision Brigade of the Changxing Island Economic Zone parked law enforcement vehicles several times on the dam where his construction vehicles passed, and Li Mouming instructed Li Mouwen to use construction vehicles to hoist law enforcement vehicles to the side of the road, continue to force construction, and cause damage to law enforcement vehicles.
One day before the Mid-Autumn Festival in 2015, the Changxing Island Economic Zone Maritime Supervision Brigade appointed members of the Forest Fire Brigade to drive a coastal supervision law enforcement vehicle to the scene of Li Mouming's illegal dam construction to prevent its construction, and was driven away by defendant Li Mouming by violent means, making it impossible for law enforcement personnel to enforce the law at the scene.
In May 2017, in the course of the Central Environmental Protection Supervision Group's supervision of Li Mouming's case of illegally surrounding the sea to build a dam and destroying the national marine ecological environment, Li Mouming continued to illegally build a dam around the sea under the circumstances explicitly prohibited by the relevant state departments, which was lawless and committed crimes against the wind, causing a bad social impact.
At about 15:00 on October 12, 2017, Li Mouming instructed Wang Moufeng to drive a wooden boat, gather Sun Mouqiang, Sun Mouqiang, and others, and use threats, intimidation, insults, beatings, and other means to control the five victims who were cleaning cages in the sea outside the dam that Li Mouming illegally built, forcibly dragged them and the row used for operation to the bank of the embankment, and took the victims into a tin room and detained them until about 21:00 that night.
After the Changxing Island Economic Zone Court pronounced the judgment, Sun Mouqiang and Sun Mouqiang were not satisfied and appealed. Recently, the Dalian Intermediate People's Court ruled in the second instance, rejecting the appeal and upholding the original judgment.
