On March 25, Hubei Province issued a decision on the appointment of two municipal party secretaries: Ma Xuming as secretary of the Xiangyang Municipal Party Committee in Hubei Province, and Wang Li as Secretary of the Yichang Municipal Party Committee in Hubei Province.
Ma Xuming previously served as vice chairman of the Hubei Provincial Committee of the Chinese People's Political Consultative Conference and member of the party group. Li Lecheng, former secretary of the Xiangyang Municipal Party Committee, was transferred to the Standing Committee of the Hubei Provincial Party Committee and executive vice governor of the Hubei Provincial Government in January this year.
Wang Li was transferred across cities in Hubei Province, and he was formerly the secretary of the Ezhou Municipal Party Committee. Zhou Ji, former secretary of the Yichang Municipal CPC Committee, was transferred to Henan Province across provinces at the end of last year and is currently serving as a member of the Standing Committee of the Henan Provincial CPC Committee and executive vice governor.
According to the total GDP of cities (states) in Hubei in 2020, Wuhan ranks first, and Xiangyang and Yichang rank second and third respectively.

Born in October 1964, Ma Xuming was a journalist. In 1986, after graduating from the Beijing Institute of Foreign Chinese with a major in German, Ma Xuming went to work for China Radio International, successively serving as the chief reporter of the German press station in Germany and the director of the German department of the Western European and Latin American Regional Broadcasting Center.
In December 1992, Ma Xuming left the radio station and was transferred to the State Administration of Radio, Film and Television, where he successively served as deputy director general of the Department of Foreign Affairs, director of the Department of Foreign Affairs and director of the Office of Hong Kong, Macao and Taiwan Affairs, director of the Department of International Cooperation of the State Administration of Radio, Film and Television and director of the Office of Hong Kong, Macao and Taiwan Affairs.
In November 2010, Ma Xuming "parachuted" into Hubei and served as a member of the Standing Committee of the Wuhan Municipal Party Committee and the Secretary of the Working Committee of wuhan East Lake New Technology Development Zone. In 2013, he was transferred to Yichang and served as deputy secretary of the Yichang Municipal Party Committee, acting mayor and mayor.
In April 2017, he succeeded Zhou Xianwang, who was already vice governor of Hubei Province, as party secretary of Huangshi.
In January 2018, Ma Xuming was promoted to vice chairman of the Hubei Provincial Committee of the Chinese People's Political Consultative Conference, becoming a deputy provincial cadre, and he also served as the secretary of the Huangshi Municipal Party Committee.
In January this year, Li Lecheng, member of the Standing Committee of the Hubei Provincial Party Committee and secretary of the Xiangyang Municipal Party Committee, was appointed executive vice governor of the provincial government and deputy secretary of the party group.
After the xiangyang municipal party secretary was vacant for two months, a new person was ushered in.

When Ma Xuming was the secretary of the Huangshi Municipal Party Committee, he attended the 19th National Congress in Beijing as a representative. In an interview with Xinhua Net, he said that Huangshi plans to initially build an advanced manufacturing center through three years of efforts, and strive to find a new path that can be copied and learned from the transformation and development of old industrial cities and resource-based cities.
At the beginning of 2020, Hubei Province launched a battle to prevent and control the new crown pneumonia epidemic. On January 26 of the same year, the General Office of the Hubei Provincial Party Committee and the General Office of the Provincial Government jointly issued the Notice on Provincial Leaders' Contact and Supervision and Leadership of the Prevention and Control of the Pneumonia Epidemic Caused by the Novel Coronavirus Infection, and Ma Xuming "took the order" to supervise the prevention and control of the epidemic in Qianjiang City.
Zheng Zhijun noted that on the day of "receiving the order", Ma Xuming immediately went to Qianjiang, and successively went to some hospitals in Qianjiang City, Jianghan Oilfield General Hospital, the Municipal Maternal and Child Health Hospital, and the Municipal Center for Disease Control and Prevention to conduct research and condolences, and also visited some supermarkets, pharmacies, and mask-related enterprises.

Unlike Ma Xuming, Wang Li is a local cadre in Hubei Province, serving through Wuhan, Ezhou and Yichang.
Born in April 1966, he graduated from Wuhan University of Surveying and Mapping and later became the secretary of the Youth League Committee, and then transferred to the vice president and president of Wuhan University of Surveying and Mapping Press.
In November 2011, Wang Li was transferred to Wuchang District, Wuhan, and then successively served as the Secretary and Director of the Party Group of wuhan Urban and Rural Construction Committee, the Secretary of Wuchang District Party Committee, and the Vice Mayor of Wuhan.
In June 2016, Wang Li crossed the city and was transferred to Ezhou, where he successively served as deputy secretary and mayor of Ezhou Municipal Party Committee and secretary of Ezhou Municipal Party Committee.
After working in Ezhou for nearly 5 years, Wang Li once again served across the city and was transferred to Yichang.
<h1 class="pgc-h-arrow-right" data-track="6" > never let cadres "grease and powder" mix their days</h1>
In September 2020, the warning education conference for leading cadres in Ezhou City was held at the Municipal Conference Center, and Wang Li, secretary of the municipal party committee, gave a party lesson to 640 party members and cadres.
Wang Li pointed out that in 2020, on the battlefield of epidemic prevention and control, post-epidemic revitalization, flood prevention and disaster relief in Ezhou City, a small number of leading cadres, some engaged in "fake sign-in, fake sinking", some "paid ordinary people to keep vigil on duty for cadres", some retreated from the front and feared the "epidemic", and a very small number of cadres did not hesitate to conceal, lie, and even submit their resignations to the organization for the sake of so-called personal "safety".
Wang Li said that the task of comprehensively and strictly administering the party in Ezhou City is still very arduous, and there are still prominent problems such as insufficient sense of responsibility, incorrect outlook on political achievements, and insufficient methods and methods.
He also said that Ezhou City will carry out in-depth special rectification of such problems as "fear of falling dishes and not washing dishes," "preferring not to do official work in order not to cause trouble," and material fraud and digital fraud; it will never allow cadres who do not take responsibility or do nothing to "occupy their seats" and mix their lives; they will never let cadres who steal and slip and slip and retreat in distress and make concessions "level and eight stability" and mix their lives; and they will never let cadres who conceal the sky and cross the sea and commit fraud "grease and smear powder" to mix their lives.
