@Quanzhou people: Note that these dogs can no longer be kept

In order to further strengthen the management of dog breeding, standardize dog breeding behavior, maintain urban appearance and environmental sanitation and social public order, and protect the personal safety and physical and mental health of citizens, in accordance with article 33 of the "Quanzhou City Appearance and Environmental Sanitation Management Regulations" implemented on January 1, 2021, "prohibiting the breeding of fierce dogs in urban built-up areas", the Quanzhou City Administration Bureau and the Quanzhou Municipal Agriculture and Rural Bureau combined with actual conditions to issue the "Notice on Publishing the Directory of Fierce Dog Breeds and Large Dog Standards", and announced the standards for prohibiting the breeding of large dogs. And a list of prohibited breeds of fierce dogs (a total of 53 species, including the Chinese pastoral dog (earth dog).

The forbidden area includes the entire territory of Licheng District, Fengze District, Quanzhou Economic and Technological Development Zone, the central urban area of Luojiang District and Quangang District and its urban built-up areas, Taiwan investment zones and county (city) urban built-up areas.

Within two months from the date of the notice, please properly dispose of dogs by breeding units and individuals that raise aggressive dogs and large dogs in prohibited areas. If the treatment is not handled within the time limit, according to Article 53 of the "Quanzhou City Appearance and Environmental Sanitation Management Regulations", "the competent department of urban management shall order the handling within a time limit or confiscate it, and may impose a fine of between 2,000 and 5,000 yuan on the unit and between 500 and 2,000 yuan on the individual, and the public security organs shall cooperate."

When individuals carry dogs to outdoor activities, they must carry the "Dog Immunization Certificate", wear dog chains (belts), wear muzzles and be led and supervised by adults; immediately eliminate feces and vomit excreted by dogs; if they take the elevator or take the stairs with dogs, they should avoid peak crowd hours, and wear muzzles for dogs, and implement cages, bags or arms. According to Article 53 of the Regulations on the Administration of City Appearance and Environmental Sanitation of Quanzhou City, "those who fail to remove feces immediately shall be ordered to remove it by the competent department of urban management, and those who refuse to remove it shall be fined not less than 500 yuan but not more than 200 yuan; if they carry a dog out without a leash, they shall be ordered by the competent urban management department to make corrections and may be fined between 100 and 500 yuan."

According to Article 33 of the Regulations on the Administration of Appearance and Environmental Sanitation of Quanzhou City, "the competent department of urban management is responsible for the cleaning up of stray dogs, and the local street office (township people's government) cooperates". Dogs found unattended or unchained during public reports or inspections will be considered stray dogs and will be carried out by a professional capture team entrusted to carry out capture and clean-up.

Dog breeding units and individuals shall consciously abide by the relevant provisions of this circular, actively cooperate with the dog law enforcement supervision and inspection conducted by governments at all levels and law enforcement departments, and must not refuse or obstruct law enforcement personnel from performing their official duties.

Large dogs are prohibited

(1) The height of the dog (the distance from the sole of the front foot to the highest point of the shoulder when the dog is standing) exceeds 50 cm or the length of the dog 's body (the distance from the midpoint of the two ear lines along the dorsal line to the base of the tail) exceeds 75 cm, or weighs 30 kg or more.

(2) Guide dogs raised by blind persons with approval, and working dogs raised by military police, regular zoos and relevant scientific research units that need to be raised for work, are not subject to this restriction and are handled in accordance with relevant regulations.
