1. Familiar with the law. The Regulations stipulate that dog breeding shall be managed by division. No dog breeding, breeding or operation shall be allowed in the area where dog breeding is prohibited. It mainly refers to the office space of the organ, the hospital diagnosis and treatment area, the school teaching area, the student dormitory, the unit collective dormitory, the kindergarten and other areas. Strict management areas must register dogs and immunize against rabies in accordance with the law, but must not raise, breed or operate prohibited dogs (for details, see the "Catalogue of Prohibited Dogs" issued by the Tianshui Municipal Public Security Bureau and the Tianshui Municipal Animal Husbandry and Veterinary Bureau). It mainly refers to the built-up area of the county seat and the area determined by the county people's government. The rabies immunization system is implemented in the general management area. It mainly refers to areas other than areas where dog breeding is prohibited and areas that are strictly managed.
2. Registration in accordance with law. After the deliberation and approval of the 98th executive meeting of the Qingshui County People's Government and announced to the public, the Dongguan Community, Xiguan Community, Beicheng Community, Chengnan Community, Yuanquan Village, Dongguan Village, Xiguan Village, Fengsheng Village, Yifang Village, Liya Village, Ligou Village, Magou Village and other township people's governments in Yongqing Town were demarcated as strict management areas. Dogs kept in the above areas should be immunized before applying for registration online. At the same time, the forbidden dogs raised by the pigs should be transferred to the general management area in a timely manner or properly handled. The Agriculture and Rural Affairs Bureau will punish dogs who violate the relevant provisions of the "Regulations" and are not immune to dogs in accordance with the relevant provisions of the "Regulations"; the public security organs will punish those who do not register dogs in strict management areas or raise prohibited dogs in violation of the regulations. The penalty record will accompany you for life, please keep a dog according to the law.
3. Civilized dog breeding. When taking dogs out of the house in strict management areas, they should wear a smart dog tag on the neck of the dog, lead the dog with a dog leash within 1.5 meters, and wear a muzzle for large dogs. Do not bring dogs into public places and crowded places, take the initiative to avoid others, do not enter the forbidden dog area, and strictly train dogs to prevent barking, hurting people or barking at night to disturb people.
Fourth, healthy dog breeding. In accordance with the relevant provisions of dog epidemic prevention, dogs are vaccinated against rabies in a timely manner, and regular experiences are conducted for dogs.
5. Sanitary dog breeding. When going out, carry paper or bags with you, clean up dog feces in time and dispose of them properly (such as properly wrapping them with newspaper and placing them in the corresponding garbage bin).
Sixth, safe dog breeding. When taking a dog out of the house, minors under the age of 14 are not allowed to carry large dogs alone, and adults are led by a dog chain, and when there are many people, please put a muzzle on the dog to avoid disturbing people, injuring people, fighting, poisoning or getting lost.
Subregional management system
Dog breeding areas: refers to government offices, hospital diagnosis and treatment areas, school teaching areas, student dormitories, unit collective dormitories, kindergartens and other areas, and no dogs shall be raised, bred or operated in the prohibited dog breeding areas.
Strict management area: refers to the county and district urban built-up areas and other areas designated and announced by the county and district people's governments, strict management areas, the implementation of compulsory vaccination of dogs and dog registration system, the prohibition of the breeding of large dogs of fierce dogs (subject to the "Announcement on the Announcement on the Publication of the Directory of Banned Dogs in Tianshui City" jointly issued by the Tianshui Municipal Public Security Bureau and the Tianshui Municipal Animal Husbandry and Veterinary Bureau on July 22, 2021), going out to tie dogs with dog tags and other codes of conduct.
