Announcement No. 29 [2021] of the Ministry of Agriculture and Rural Affairs of the General Administration of Customs (Announcement on Preventing the Introduction of Foot-and-Mouth Disease into Mauritius into China)

On 27 March 2021, the World Organisation for Animal Health (OIE) announced an outbreak of foot-and-mouth disease O on a farm in the Rodriguez district of Mauritius involving 57 cattle from susceptible animals. In order to protect the safety of Animal Husbandry in China and prevent the introduction of the epidemic, in accordance with the provisions of the Customs Law of the People's Republic of China, the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country and its implementation regulations, and other relevant laws and regulations, the following announcements are hereby announced:

1. The direct or indirect import of ungulates and their related products (originating from unprocessed or processed products of untreated untreated untided animals) from Mauritius is prohibited.

2. It is forbidden to send or bring into the country ungulates and their products from Mauritius. If found, it will be returned or destroyed.

3. On the means of transport such as ships, aircraft, road vehicles and railway trains, if there are ungulate animals and their products from Mauritius, they shall be sealed, and during the stay or operation in china, they shall not be unsealed and used without customs permission. Its waste, swill, etc., shall be harmlessly treated under the supervision of the Customs and shall not be discarded without authorization. If an epidemic of foot-and-mouth disease is found on the means of transport, the contaminated or potentially contaminated areas shall be supervised and disinfected in strict accordance with the law.

4. Ungulates and their products intercepted by border control and other departments that have illegally entered Mauritius shall be destroyed under the supervision of the Customs.

5. Any violation of the above provisions shall be dealt with by the Customs in accordance with the relevant provisions of the Customs Law of the People's Republic of China, the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving China and their implementing regulations.

Customs at all levels, animal disease prevention and control institutions and animal health supervision agencies shall cooperate closely in accordance with the relevant provisions of the Customs Law of the People's Republic of China, the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country, the Law of the People's Republic of China on Animal Epidemic Prevention, and other relevant provisions to do a good job in quarantine, epidemic prevention and supervision.

This announcement shall be implemented as of the date of promulgation.

This is hereby announced.
