Li Jun said in his proposal that with the transfer of small loans to online and online lending platforms, more and more people can use online lending services with or without their knowledge. From a practical point of view, although online lending can alleviate the imbalance of consumption power caused by unequal income at different ages, there are very obvious problems such as low application thresholds, simple access conditions, irregular interest calculation methods and illegal dunning, especially in recent years, a series of online loan incidents such as "routine loans", "campus loans" and "naked loans", which have led to many family tragedies and social conflicts.

In view of this, Li Jun suggested that we should improve the laws and regulations on online loans and strengthen supervision. Relevant departments should strengthen the supervision of bad online lending, requiring any online lending institution not to issue loans to students in school. The central financial management, industrial and commercial administration, administrative management, and advertising management departments should work together to formulate relevant laws and regulations, perform regulatory responsibilities, and strengthen supervision.

At the same time, a formal financial services system is established. Li Jun also suggested that we should strengthen the popularization of financial credit knowledge and purify the network environment. Popularize financial credit and network security knowledge into schools, communities, and enterprises, and improve everyone's awareness of online loan risk prevention. At the same time, it is also necessary to purify the network environment and strictly control the push of usury online loan publicity and advertising.

In this proposal, Li Jun also specifically called for the prohibition of credit cards for school students and the provision of financial services such as installments and other related advanced consumption. Students have no ability to repay, and advanced consumption undoubtedly brings huge risks to families and society, which is not conducive to social stability and development.

In recent years, many deputies and members have also put forward their own suggestions on this topic. Song Xinfang, a deputy to the National People's Congress, said that the original intention of launching the "campus loan" was mainly to alleviate economic difficulties for college students who did not yet have income, and there was nothing wrong with it, but some online loan companies blindly pursued profits and set traps, so that the "campus loan" business slowly became tainted.

Zhai Meiqing, a member of the National Committee of the Chinese People's Political Consultative Conference, suggested that the relevant departments implement an access system for campus credit business, and the regulatory authorities should formulate business access thresholds and examine and approve business qualifications. At the same time, carry out school-enterprise cooperation. The school should conduct research and mapping on the credit needs of students in the university, grasp the situation, introduce regular and legal campus credit institutions with business qualifications to cooperate, and design products to match the needs.

Xu Luo, a deputy to the National People's Congress, suggested that commercial banks should develop targeted consumer financial products for colleges and universities, reasonably set consumer credit lines and expected annualized interest rates, and make these products conform to the attributes of inclusive finance. In addition, relying on its own risk control system, commercial banks should establish a credit rating model for college students and debt commitment.

Wang Xiaolan, a member of the National Committee of the Chinese People's Political Consultative Conference, suggested that from the high school stage, a course on "financial knowledge and consumption concept" should be set up to popularize financial knowledge. Schools with the capacity may invite professionals from financial institutions, regulatory agencies, network information security and other departments to carry out financial and online knowledge lectures on campus, and popularize preventive measures for various types of fraud traps.
