On October 27, the Ministry of Human Resources and Social Security held a press conference, and the relevant person in charge introduced the progress of human resources and social security work in the third quarter of 2021 and answered questions from reporters.

Unemployment has fallen back to pre-pandemic levels

Song Xin, deputy director of the Employment Promotion Department of the Ministry of Human Resources and Social Security, introduced that with the continuous recovery of China's economy, the policy of reducing burdens and stabilizing posts and expanding employment has continued to be implemented, all-round employment services have continued to exert efforts, the employment situation has remained generally stable and better than expected, and the recovery trend in the third quarter has been more positive.

The data shows that in the first three quarters, the completion of new urban employment was faster than the progress of time series. From January to September, 10.45 million new jobs were created in cities and towns across the country, completing 95% of the annual target tasks, an increase of 1.47 million people or 16% compared with the same period last year. The unemployment rate fell back to pre-epidemic levels, with the monthly average of the national urban survey unemployment rate in the third quarter of 5.0%, down 0.2 percentage points from the same period in 2019. Among them, September was 4.9%, down 0.2 percentage points from the previous month and 0.5 percentage points from the same period last year.

At present, the employment situation of college graduates is generally stable and better than expected. Song Xin said that the Ministry of Human Resources and Social Security has focused on five aspects of work, including the launch of special actions for employment services, which has helped 1.16 million people to achieve employment; continued to promote online and offline special activities, released tens of millions of job demand; supported small and medium-sized and micro enterprises to absorb, independent entrepreneurship, flexible employment, and strive to broaden the market-oriented employment channels for graduates; increase job skills training, new vocational training, and special ability training suitable for college graduates; to 1.27 million low-income families, poverty alleviation families, Graduates with disabilities and other difficulties are given subsidies for job hunting and entrepreneurship, and precise assistance is implemented.

Song Xin said that in the next step, we will make every effort to stabilize posts, do a good job in the implementation of policies such as reducing the burden and expanding jobs, effectively reduce the burden on enterprises, stabilize and expand employment positions; vigorously expand channels, strengthen the construction of carriers such as entrepreneurship incubation demonstration bases and return-to-hometown entrepreneurship parks, encourage and guide all kinds of groups to devote themselves to entrepreneurship and promote employment; concentrate on stabilizing the key points, broaden the channels for rural labor to go out to work and increase employment nearby, strengthen employment assistance to difficult groups, and ensure the dynamic clearance of zero-employment families; promote service activities such as the Golden Autumn Recruitment Month. Promote the matching of supply and demand in the market.

Recovered 3.5 billion yuan in wages for 286,000 migrant workers

Recently, the Ministry of Human Resources and Social Security and other 7 departments jointly issued the "Regulations on wage deposits for migrant workers in the field of engineering construction" (hereinafter referred to as the "Regulations"). Li Xinwang, director of the Labor and Social Security Supervision Bureau, said that the wage deposit system is an important guarantee measure to solve the problem of wage arrears in the construction field. The Provisions regulate the whole chain from account opening, fund storage, use and return, to regulatory penalties.

According to Li Xinwang, the "Provisions" optimize the use of procedures, in the event of unpaid wages refused to pay, the human resources and social security department notified the bank to use the wage deposit, within 5 days to pay the migrant workers themselves to the bank account, within 10 days to require the enterprise to make up the account funds.

It is reported that in the first three quarters, human resources and social security departments at all levels transferred 1943 cases of suspected crimes of refusing to pay labor remuneration to the public security organs, and the public security organs filed 1525 cases. 1,247 cases of major wage arrears were announced to the public, and 599 untrustworthy entities were included in the "blacklist" of wages owed to migrant workers to carry out joint disciplinary action. 43,000 cases of wage violations were investigated and handled, and 3.5 billion yuan of wages were recovered for 286,000 migrant workers, and the results of eradicating wage arrears were further consolidated.

The "two festivals" are approaching, in view of the characteristics of the construction field in the field of wage settlement peak period of wage arrears disputes are likely to occur, recently, the State Council Leading Group Office for the Eradication of Wage Arrears of Migrant Workers will issue the "Notice on Carrying out winter special actions to eradicate wage arrears", and decide to carry out a three-month special action nationwide from November 1, 2021 to the Spring Festival in 2022.

Li Xinwang said that in view of the prominent hidden dangers of wage arrears, the special action will focus on real estate development and construction projects, off-campus training institutions and other enterprises in industries where wage arrears are prone to occur, and implement centralized special governance of the problem of wage arrears. In the course of action, it is necessary to widely publicize and effectively dredge channels for rights protection, optimize the "national platform for reflecting clues to eradicate wage arrears", establish efficient and convenient green channels; adopt measures such as leading package cases, listing supervision, and promotion and handling, effectively handle complex and difficult cases of wage arrears, and concentrate on solving a number of "difficult to enforce" problems.

The talent system and mechanism have been continuously improved

Recently, the "Guiding Opinions on Deepening the Reform of the Title System for Experimental Technical Personnel" was issued. Up to now, the Ministry of Human Resources and Social Security, together with the competent departments of the industry, has formulated and issued 27 reform guidelines for the title series, and the reform tasks of the title series have been completed as a whole.

Li Jinsheng, director of the Department of Professional and Technical Personnel Management of the Ministry of Human Resources and Social Security, said that the title policy system will be further improved, new occupations and new majors will be expanded, a dynamic adjustment mechanism for professional title evaluation will be established, and a new series of titles will be explored.

In order to expand the career development channels of skilled talents, the Ministry of Human Resources and Social Security has carried out the pilot work of special technician evaluation. According to Liu Kang, director of the Department of Vocational Capacity Building of the Ministry of Human Resources and Social Security, special technicians are high-level technical positions (posts) set up among high-skilled talents, and excellent high-skilled talents who are engaged in technical skills work in the front line of scientific research for enterprises and have corresponding conditions.

In the 1990s, China transformed the traditional technical hierarchy into a five-level system of primary workers, intermediate workers, senior workers, technicians and senior technicians. In order to improve the skill level of skilled workers and promote the development of high-skilled personnel, China has added special technician technical posts on the basis of the existing five-level system, and organized pilot evaluation and recruitment projects nationwide. Liu Kang said that in the next step, the Ministry of Human Resources and Social Security will actively promote the pilot work of special technician evaluation, smooth the career development channel of skilled talents, improve their social status and treatment level, and summarize the pilot experience in a timely manner to further improve the evaluation system for skilled personnel.

According to Lu Aihong, director of the Department of Policy Research of the Ministry of Human Resources and Social Security and press spokesman, in the first three quarters, the talent system and mechanism were continuously improved. In addition, the implementation plan of "Skills China Action" has also been formulated, and the vocational skills improvement action has made positive progress, and the scope of use of funds has been continuously expanded; the vocational skills competition has been carried out in an orderly manner, and the 46th World Skills Competition has been officially launched; and the 2021 National Postdoctoral Innovation and Entrepreneurship Competition is in the preparatory stage.
