Chen Dongbai has always been called an "old discipline inspection" above, and the Guanhai Liberation Bureau found from his resume that Chen Dongbai entered the Supervision Department of the Hainan Provincial Discipline Inspection Commission as a cadre from 2004 until his retirement at the end of 2017, when he was an official in the discipline inspection system of Hainan Province to the director of the Third Discipline Inspection and Supervision Office of the Supervision Department of the Provincial Discipline Inspection Commission (deputy department level).
According to his resume, Chen Dongbai, male, born in October 1957, Han ethnicity, Hunan Anrenren, graduated from the Central Party School, began working in December 1976, and joined the Communist Party of China in September 1978. In fact, if Chen Dongbai's resume in the army is also counted, he has been engaged in discipline inspection work for longer than 13 years, and the above resume shows that during the service process, Chen Dongbai served as the director of the discipline inspection department of a certain naval department. What is lamentable is that such a long period of relevant work experience has not taught Chen Dongbai the simplest truth: "Discipline inspection cadres should not violate the law and discipline."
The most "short-lived" director of the Supervisory Commission
To rectify the "darkness under the lights," the Discipline Inspection and Supervision Organs in Hainan have never stopped.
According to the data found by the Guanhai Liberation Bureau, the Hainan Provincial Discipline Inspection Commission investigated and punished a total of 13 discipline inspection and supervision cadres in 2014; in 2016, 25 people were given disciplinary punishments, 15 people were organized to deal with, and 61 people were interviewed and inquired; in 2018, the discipline inspection and supervision organs in the province were punished by party discipline and government affairs, and 25 people were organized to deal with.
It is worth mentioning that Zhou Lei, former member of the Standing Committee of the Dongfang Municipal Cpc Committee, former secretary of the Municipal Commission for Discipline Inspection, and former director of the Municipal Supervision Commission, was "double-opened" in September last year.
Combing public reports shows that Zhou Lei is the first director of the Supervision Commission in the country to fall, and he has only stayed in this position for 1 month, so he has also been evaluated by the media as the most "short-lived" director of the Supervision Commission. Born in September 1968 in Haikou, Hainan, Zhou Lei worked in the political and legal system in his early years, entered the Hainan Provincial Commission for Discipline Inspection in 2000, and became a member of the Standing Committee and Secretary of the Discipline Inspection Commission of Dongfang Municipal Committee in 2013. The procuratorial organs charged: Zhou Lei, while serving as a deputy division-level discipline inspector and supervisor of the Third Discipline Inspection and Supervision Office of the Hainan Provincial Discipline Inspection Commission of the CPC Hainan Provincial Discipline Inspection Commission, and a member of the Standing Committee of the Dongfang Municipal CPC Committee and secretary of the Discipline Inspection Commission, took advantage of his position to seek benefits for others and illegally accepted other people's property and property, and should be investigated for criminal responsibility for accepting bribes according to law.
The Guanhai Liberation Bureau learned that Hainan has issued many rules and regulations on the issue of preventing and rectifying "black under the lights."
As early as the beginning of 2015, the article reproduced on the website of the Central Commission for Discipline Inspection showed that the Hainan Provincial Discipline Inspection Commission set up a discipline inspection and supervision cadre supervision office, which performed six functions, such as supervising and inspecting the compliance of discipline inspection and supervision cadres in the province, and accepting and investigating and punishing discipline inspection and supervision cadres violating discipline and law. At the same time, the "Interim Regulations on Strengthening Internal Supervision of Discipline Inspection and Supervision Organs," the "Measures for Interviewing Leading Cadres of the Discipline Inspection and Supervision System," and the "System for Discipline Enforcement Personnel to Sign Letters of Responsibility and Letters of Guarantee" were promulgated and implemented, requiring all discipline enforcement personnel to sign and endorse and make commitments to strictly implement all disciplines for discipline enforcement and case handling.
Subsequently, the Hainan Provincial Commission for Discipline Inspection and Supervision successively promulgated the "Code of Conduct for Discipline Inspection and Supervision Cadres in Hainan Province," which clearly stipulates the discipline to be strictly observed by discipline inspection and supervision cadres and puts forward "twenty prohibitions."; the "System for Interfering with the Registration System for Reports on Discipline Enforcement And Examination Work" clearly defines eight situations that should be reported that affect discipline inspection work; and the "Opinions on Establishing an Internal Inspection System for Discipline Inspection and Supervision Organs (Trial Implementation)" further consolidates the "two responsibilities" and strengthens the building of the contingent of discipline inspection and supervision cadres.
