The "Decision" proposes: Clarify the goals and tasks, and accelerate the construction of the specific practice of xiaogan regional development layout. Highlight the "rise of the main city". Complete and improve the institutional mechanism for promoting the "rise of the main city", and implement the mechanism of "whistle blowing in the three districts and reporting to the department" around key matters such as approval, law enforcement, and service. Adhere to the integration of urban areas, promote the formation of the main engine of high-quality development of the city with Xiaonan District, Xiaogan National High-tech Zone and The Municipal Linkong Economic Zone as the leader, and the core growth pole of the urban economy, and drive the development of all parts of the city. Support the Xiaogan National High-tech Zone to build a high-tech industrial agglomeration area, a military-civilian integration demonstration area, and a leading area for the integration of industry and city; support Xiaonan District to build China's sanitary products capital, build a national circular economy demonstration zone and a green food industry agglomeration area in central China; and support the Municipal Linkong Economic Zone to build a xiaohan "same city" core area, a high-end airport industry gathering area, and a new urban area with cultural and ecological integration. Accelerate the expansion and quality of the city, adhere to the "eastward expansion, southern expansion, western union, and northern extension", and form a high-speed outer ring line in the main urban area. Accelerate the development of Dongcheng New Area and Nancheng New Area, and promote the organic integration of the Old City, Dongcheng New Area, Nancheng New Area and Linkong Economic Zone. Accelerate the construction of sponge cities, the transformation of old residential areas, urban pollution control and interception, and gradually form a city with complete functions, integrated industry and city, ecological livability, and a beautiful image. Deeply carry out the "five cities co-creation" and continuously enhance the reputation of the city.
