"We have played the role of the inter-ministerial joint conference system for the coordinated supervision of new forms of transportation, studied with relevant departments many times, implemented a series of policy measures, standardized the business behavior of enterprises, and achieved initial results." Li Xiaopeng introduced that at present, a total of 248 online ride-hailing platform companies in the country have obtained business licenses for online ride-hailing platforms, with an average daily order volume of 21.6 million, covering 325 cities above the prefecture level; 16.52 million shared bicycles have been put into operation in more than 360 cities, with an average daily order volume of more than 45.7 million; as of the first half of this year, there are more than 1,200 network freight platform enterprises in the country, and more than 28 million waybills have been completed.

Under the socialist market economic system, enterprises in new formats should strengthen self-discipline and do innovative development and comply with laws and regulations, and the government should also make a difference, come up with specific plans, and take specific measures.

Li Xiaopeng believes that the first is to strengthen anti-monopoly work, strengthen the monitoring and analysis of the operation status of the industry, cooperate with relevant departments to prevent and stop monopolistic behavior, and focus on cracking down on illegal acts that infringe on the legitimate rights and interests of consumers and practitioners; the second is to strengthen industry supervision, improve laws and regulations, and explore the comprehensive use of digital supervision, credit supervision, collaborative supervision, social supervision, etc., to strengthen the joint supervision of the whole chain of new formats such as online car-hailing enterprises before, during and after the event; the third is to continue to optimize the development environment. Transportation departments at all levels have investigated and rectified a number of conspicuous problems, carried out party and government disciplinary punishments and organizational handling of violators of discipline, filed and investigated a number of illegal cases, and transferred them to judicial organs;

Transportation departments at all levels visited more than 84,000 enterprises, held more than 290,000 discussions, gave full play to the role of the 12328 service supervision hotline, handled about 92,000 complaints, and issued a series of flexible law enforcement measures such as reasoned law enforcement, "first violation without punishment", "minor exemption from punishment" list, and the system of notification and commitment of minor violations;

Revised the "Provisions on Administrative Law Enforcement Procedures for Transportation", issued documents such as opinions on strictly regulating fair and civilized law enforcement, organized the work of "cleaning up unreasonable fine regulations", cleaned up 80 unreasonable administrative fines in the field of highways and waterways, and completed 13 amendments to regulations and 3 abolitions.
