"Today's urban renewal has bid farewell to the past model of 'demolition and construction'." At the press conference of CBRE's "White Paper on Urban Renewal" held today (27th) afternoon in Chengdu, Chen Xuehai, head of CBRE's Strategic Advisory Department in China, made the above conclusions.
In his view, urban renewal has been a systematic transformation and upgrading of cities from spatial reshaping to sustainable development, and has reached the key outlet of urban development.
It is worth noting that in the "White Paper on Urban Renewal" released this time, the exploration of four cities was specially "named": Shanghai, Beijing, Shenzhen and Chengdu. The "White Paper" commented that the four cities took the lead in investing in the practical implementation of urban renewal projects, and formed a corresponding personalized development model, and actively promoted the upgrading of high-efficiency urban governance.

01, urban characteristics
Since the beginning of this year, many cities have invariably introduced relevant policies for urban renewal. In August this year alone, the Beijing Urban Renewal Action Plan (2021-2025) and the Shanghai Urban Renewal Regulations were issued or adopted.
Chen Xuehai noted that although urban renewal is a common goal, different cities have their own special logic when developing: Shanghai focuses on the guidance, renewal and management of social relations, and realizes the leading innovation of renewal mechanisms and paths; Beijing takes "strict control of increment and revitalization of stock" as the guiding ideology to form a "pluralistic co-governance" created by top-level design and grass-roots creation; Shenzhen emphasizes flexible renewal, guides market-oriented operation through innovation of incentive policy mechanisms, and realizes the full participation of multiple subjects; Chengdu takes "retention and reconstruction" as the guiding ideology. Combine and cultivate new industries and new formats, retain urban genes and pyrotechnic gas to the greatest extent, and boost the momentum of urban development.
"In China's urban renewal, affected by factors such as development foundation, urban strategic goals and citizens' needs, the urban renewal stages in which cities are located are different, which are reflected in depth, breadth, and subject." He mentioned that due to the large gap between the urbanization process and the development base, the stage of urban renewal in different places is not the same, and it is also affected by many factors such as the overall strategic goals of the city and the needs and preferences of citizens.
Chen Xuehai said that from the perspective of the breadth of renewal types, different cities have different characteristics. For example, some cities are updated in form and space, which emphasizes traditional renewal types such as infrastructure, old residential areas, and industrial relics; furthermore, on the basis of traditional types, there will be a companion exploration of innovative types such as precincts and public spaces, and even a pilot type of renewal will be led, focusing on the guidance, renewal and management of social relations.
"With the introduction of new regulations and new policies from the state and various places, and with the emergence of new opportunities such as the construction of metropolitan areas on rail transit, the renewal of humanistic communities with multi-party participation, and the transformation and upgrading of idle state-owned assets, urban renewal is facing new development requirements." Xie Ling, managing director of CBRE Southwest, said that in this context, cities need to strengthen cooperation between the government and various market players to jointly cope with more complexities and uncertainties in the future of urban renewal.

Xie Ling specifically mentioned the white paper's comments on Chengdu: In the exploration of urban renewal, a characteristic path of inheriting the urban context has been taken while reversing the hollowing out of the inner city, enhancing the level of urban governance, and enhancing the happiness of the masses.
She said that Chengdu's urban renewal adheres to the principle of people-oriented renewal, showing the characteristics of "benefiting the people and increasing greenery and operating in partnership".
For example, considering the software and hardware conditions, cooperation mechanism and business model, Chengdu constantly innovates and updates development ideas. Starting from the top-level path, guided by the concept of park city camping, improving the development principles and standardizing the logic of action, the "1+N" series of supportive policies and technical systems led by the "Chengdu Urban Organic Renewal Measures" is formed to ensure the high-quality supply of urban renewal and stimulate the vitality of urban development.
For another example, in terms of implementation mode, Chengdu also practices project classification operation, reasonable innovation EPC+O model, and attracts market players to participate in ways to solve the difficulties in capital operation and business model in the implementation and promotion of urban renewal projects; in terms of update content, people-oriented, covering multi-dimensional needs such as urban resilience, industrial development, ecological environment, public services, history and culture, etc., to achieve diversification of urban functions, retain urban fireworks, and activate urban kinetic energy.
In Xie Ling's view, Chengdu's urban renewal "returns to the essence of benefiting the people", always adheres to the people-centered development thinking and the main position of the people, takes the wisdom of the masses suggesting the masses as an important basis for the formulation of various policies, project implementation and practical promotion in the organic renewal of the city, emphasizes co-construction, co-governance and sharing, and promotes "happy Chengdu" to be warmer, more textured and more connotative.
"On this basis, Chengdu has accelerated the construction of a park city demonstration area and a high-quality living livable place that practices the new development concept, and implemented a series of landmark urban renewal projects represented by the Tianfu Jincheng Street and Lane Tour Line System, the First Ring Road City Well Life Circle, and the Mengchai Bay, focusing on increasing the satisfaction and happiness of the masses, and achieving the improvement of urban vitality." She suggested that in the future, Chengdu can refer to the innovative measures of various places and continue to innovate in terms of funds, land and planning.
"For example, learn from Shanghai's establishment of an urban renewal fund, expand new models of financing for renewal projects, enhance the participation of market players, and learn from Shenzhen at the first level to improve the far ratio review mechanism, allowing the increase of the volume ratio, and achieving project incentive innovation." Xie Ling mentioned. In addition, she also mentioned the intelligent management of Hangzhou's digital empowerment projects, simulated urban development, and created new scenes of acupuncture transformation, "this model may promote more organic renewal projects with unique Chengdu characteristics."
