On October 11, the surging news (www.thepaper.cn) learned from the Propaganda Department of the Dali County CPC Committee that as of 10 o'clock on the 11th, More than 70 mechanical vehicles in Dali County were working day and night in the Ziyang section of the Chaoyi production embankment, and had completed the renovation of 2 kilometers of rushed roads and the construction of the platform, pulled and transported more than 1,000 cubic meters of stone overnight, and various emergency materials such as earthworks and timber supported by towns such as Liangyi, Shuangquan, and Xiazhai were in place.

At the same time, the outlet of the embankment has been widened to 40 meters, dredging 8 water blocking points along the way, and the discharge of water into the yellow has increased to more than 150 cubic meters per second. As the amount of water inlet of the Luo River decreases, the drainage efficiency will be further revealed.

According to statistics, at present, 12 administrative villages in Zhaodu Town and the provincial agricultural reclamation Chaoyi Farm and Lankong Base have been submerged about 170,000 mu of farmland, and 23,950 people have been evacuated and resettled, of which 1,668 people have been centrally resettled, and 22,282 people have been resettled by relatives and friends.

Continuous heavy rainfall has led to a continuous rise in the water level of the Dali section of the Luohe River, and there have been floods of super alert magnitude, and the flood control situation is very severe. On October 5, Dali County launched the Luohe IV flood control emergency response and implemented the Luohe No. 1 vigilance protection plan. As the water conditions continued to change, the Rescue and Defense Plan for Luohe No. 2 was implemented on October 6.
