Comprehensively win the blue sky defense war. Strengthen the management of pollution emissions from industrial enterprises, promote the treatment of boilers and volatile organic compounds, the rectification of unorganized emissions from key industry enterprises, the special rectification of industrial furnace kilns, the control of dust pollution from port terminals, the cleaning up of "scattered pollution" enterprises, etc., and complete the elimination of coal-fired boilers below 35 steam tons in the built-up area; strengthen the prevention and control of mobile source pollution, strengthen the remote sensing monitoring of diesel vehicles and the joint inspection of centralized parking sites, and solidly promote the comprehensive treatment of oil and gas recovery; strengthen the scientific and technological support for air pollution prevention and control, and complete a super air quality monitoring station. 1 VOCs monitoring station, 2 port air quality monitoring stations, 2 traffic air quality monitoring stations construction, construction of enterprise sewage intelligent control system, to ensure that heavy pollution weather emergency and staggered peak production during the implementation of emission reduction measures in place; improve the air quality improvement incentive and constraint mechanism, continue to carry out air pollution prevention and control stationed supervision, regularly publish township ambient air quality data and rankings, the town streets at the bottom of the ranking to implement interviews, limit approval; strictly implement the "Yantai City Air Pollution Prevention and Control Quantitative Accountability Regulations (Provisional)", Conduction of working pressure, compaction of work responsibilities.
Since the spring of this year, we will set up a joint inspection team with relevant departments to comprehensively inspect various sources of dust pollution in the urban area by means of road navigation and aerial photography by unmanned aerial vehicles, as of the end of April, a total of 488 dust points have been inspected, 263 problem points have been found, and 117 points with problems have been "looked back" to effectively control all kinds of dust pollution after the resumption of work.
Strive to fight a good battle to defend the clear water. Pay close attention to the treatment of key river basins and drinking water sources, ensure that the proportion of excellent water quality in the monitoring sections of 26 key rivers such as the Dagu JiaHe River reaches more than 65%, and the water quality compliance rate of urban centralized water sources is maintained at 100%; carry out investigation of sewage outlets into rivers, establish a list of sewage outlets into rivers, and strengthen the supervision of sewage outlets into rivers; carry out special actions for environmental protection of black and odorous water bodies in counties and urban areas; consolidate the results of environmental improvement in drinking water sources, and complete the "1,000 tons of people" in rural areas. Investigate the problems of ecological and environmental violations within the scope of the drinking water source protection zone, and implement the "one source, one policy" to clean up and rectify; do a good job in the comprehensive management of the environment in the Bohai Sea area, and make overall plans for the rectification and implementation of the Bohai Sea and the Yellow Sea problem. Promote the traceability and rectification of sewage discharges into the sea, ensure that the water quality in the coastal waters is stable and improving in 2020, the proportion of excellent water quality (class I and II water quality) meets the requirements of the provincial examination target, and the rivers entering the sea eliminate inferior Class V water bodies.
Solidly promote the defense of the Pure Land. Do a good job in the risk control and restoration of construction land, strengthen the management of construction land within its jurisdiction; strengthen the supervision of key soil pollution supervision units, organize supervisory monitoring of key supervision units, and accelerate the preliminary soil sampling and investigation of 84 plots in the city; improve the environmental supervision capacity of hazardous waste, and start the pilot project of exempt management for the use of roasted cyanide slag; completely ban the entry of "foreign garbage" and basically achieve zero import of solid waste before the end of the year; carry out heavy metal emission reduction actions. Complete the reduction of heavy metal emissions and the investigation and rectification of cadmium-related water; coordinate and promote the treatment of rural domestic sewage and black and odorous water bodies, complete the delineation and management of prohibited areas for livestock and poultry breeding; initiate investigations of groundwater environmental conditions, and supervise and urge the rectification of groundwater pollution problems in chemical agglomeration areas and surrounding areas.
Continue to do a good job in rectifying the feedback of ecological environmental protection inspectors. Continue to carry out the scheduling of the list of inspection and rectification tasks, focus on the problems that have not yet been completed, strictly rectify the management of sales numbers, strengthen spot checks and verifications, and resolutely avoid formalistic and bureaucratic problems such as superficial rectification, pretend rectification, and perfunctory rectification; comprehensively start the supervision of ecological environmental protection in the district, do a good job of the provincial environmental protection inspection hotline to reflect the rectification of problems, and form a never-ending environmental protection inspector and a never-ending environmental protection rectification.
