CCTV news: In February this year, a man in Wuhan, Hubei Province, wanted to jump on the light rail because of debts, resulting in the suspension of all trains on Wuhan Rail Transit Line 1 for more than 40 minutes, and nearly 300,000 passengers along the line were stranded. On September 6, the Hanyang District People's Court of Wuhan City heard the case and made a first-instance judgment in court.

On the afternoon of February 8 this year, a man entered the rail section from the platform of youyi Road Station of Wuhan Rail Line 1, and after flipping over one side of the baffle, the man wanted to jump off the rail and live. When the station attendant found out, he quickly approached the man, advised him not to act excessively, and called the police. For safety reasons, the police demanded a two-way power outage on Line 1.
Xiong Guoliang, a police officer of the Rail Transit Management Branch of the Wuhan Municipal Public Security Bureau, said: "Probably learned that he is a Wuhan native, probably because he was fascinated by buying lottery tickets, and then owed a lot of debt, he himself felt sorry for his family, and then the mental pressure was very high, so he had the tendency to take his own life." ”
Since the incident occurred during the evening rush hour, the two-way power outage of Line 1 was suspended, leaving about 300,000 passengers stranded along the line. The police decided to step up their persuasion of the man and wait for an opportunity to rescue him. Finally, taking advantage of the moment when the man relaxed his vigilance, the police entered the orbital zone, successfully rescued him, and immediately took compulsory measures of criminal detention in accordance with the law.
Yang Ming, deputy director of the Rail Transit Management Branch of the Wuhan Municipal Public Security Bureau, said: "Suicide is generally an individual act and is not held responsible. If suicide endangers the safety of other people's lives and property, causing serious disorder in public order, if the circumstances are serious, criminal responsibility shall be pursued. In this case, the man threatened to commit suicide by jumping off a building, continued to dissuade himself, and in the process used his mobile phone to chat with his family to claim that he was going to become an Internet celebrity, which was in line with making trouble in public and causing serious chaos in public order, and was suspected of picking quarrels and provoking troubles. ”
On September 6, the Hanyang District People's Court of Wuhan City pronounced a first-instance judgment on the case in accordance with the law. He was sentenced to one year and six months' imprisonment, suspended for two years.
Deng Wei, vice president of the Hanyang District People's Court of Wuhan City, said: "In order to vent his personal feelings, the defendant in this case chose an important transportation station in the more prosperous central urban area of Wuhan City, where he committed suicide in order to attract the attention of his family and social media. Then the consequences of his actions were the suspension of rail transit, the large number of passengers stranded, and the traffic congestion on the surrounding roads. We believe that this has caused serious chaos in the social order, so we believe that the defendant's conduct can constitute the crime of picking quarrels and provoking trouble. ”
