The "Work Safety Law" stipulates the safe production work of all production and operation activities, and road transport is only one of the fields and one industry.
These two laws can also be said to be a general and special relationship - the Work Safety Law makes general provisions on the principles, purposes, guidelines, legal systems, legal liabilities, etc. for the prevention and reduction of all production safety accidents, while the Road Traffic Safety Law makes specific provisions according to the special circumstances in the field of road traffic.
According to the characteristics of the new development stage, the "Work Safety Law" implemented on September 1 has made many major revisions in order to implement the new development concept and build a new development pattern, such as adding provisions on safety production work adhering to the supremacy of the people and life, firmly establishing the concept of safe development, preventing and resolving major safety risks from the source, etc., further improving the responsibility system for safe production, especially further compacting the main responsibility of production and operation units, strengthening the prevention and response to new problems and new risks, and increasing the punishment for illegal acts. These new contents and new regulations require us to strengthen our study, pay attention to grasping them in the coming period, make good use of the means entrusted by law in practice, strengthen work measures, prevent and resolve risks, prevent and reduce road traffic accidents, and ensure the safety of people's lives and property.
During the "Eighth Five-Year Plan" period of law popularization, how will the traffic management departments at all levels in our province implement the legal spirit of the "People's Republic of China Work Safety Law"?
First, it is necessary to strengthen the popularization of the law, take the "Work Safety Law" and the upcoming revision of the "Road Traffic Safety Law" and other laws and regulations as the key content of the law popularization publicity, enter enterprises into communities, enter schools, enter the network, improve the law-abiding consciousness of traffic practitioners, and enhance the supervision awareness of traffic participants.
The second is to strengthen coordination and linkage, to exchange data and linkage inspection with relevant departments such as transportation and emergency management, to further tighten the main responsibility of compacting enterprises, to further strengthen the supervision of key enterprises, vehicles, and drivers, to strictly control and severely punish serious illegal acts that are prone to accidents and disasters, and to further purify traffic order.

In the future traffic safety management, combined with the management implemented by the "Work Safety Law", what problems need to be reminded of?
The newly revised "Work Safety Law" strengthens the responsibility of township people's governments, sub-district offices, and development zone management agencies for safety production management, that is to say, these management agencies shall strengthen the supervision and inspection of the safety production status of production and business units in their administrative regions in accordance with their duties, of which "production and operation units" include enterprises and individuals that carry out road transport operations.
One of the highlights of the newly revised "Safety Production Law" is to further consolidate the main responsibility of production and operation units for safe production, and all road transport enterprises should strengthen the publicity and implementation of this law: First, it is necessary to establish and improve the safety responsibility system for all employees, strengthen training, enhance the safety awareness of all employees, and enhance the enthusiasm and creativity of all employees for safe production. The second is to establish and improve the dual prevention mechanism of hierarchical control of safety risks and hidden danger investigation and governance, the transportation industry involves many risk factors, high liquidity, and strong uncontrollability, and it is even more necessary to strengthen daily risk identification and hidden danger investigation and governance work, form an institutional mechanism, timely governance, and prevent hidden risks from causing accidents. The third is to insure production safety liability insurance. The transportation industry is a compulsory insurance industry stipulated in the new "Work Safety Law", and the relevant enterprises must be insured in a timely manner according to the law, which not only protects the legitimate rights and interests of enterprise employees and third parties, but also reduces the burden of enterprises when accidents occur, and can also use the power of the insurance industry to enhance the safety production ability of the enterprise, which can be said to be a multi-pronged event.
02 Guizhou Provincial Road Traffic Accident Social Assistance Fund
Among the measures introduced by the traffic police system of Guizhou Province in recent years, the Road Traffic Accident Social Assistance Fund is one of them. At present, the provincial rescue fund has accumulated a total of 5217 advances, and 4528 families have benefited from it.
On November 1, 2017, with the approval of the provincial government, the Guizhou Provincial Road Traffic Accident Social Assistance Fund was officially launched. In the past three years, it has played an active role in reducing the deaths, disabilities, poverty and return to poverty caused by traffic accidents, consolidating the achievements of poverty alleviation in our province, and protecting the right to life and health of victims. As of August 31, 2021, the provincial rescue fund has made a total of 5,217 advances, benefiting 4,528 families, with an advance of 189 million yuan, providing accurate and timely assistance for the people who are in trouble due to traffic accidents.
The road traffic accident social assistance fund in our province adopts the method of purchasing services by the provincial government, relying on the employment of professional institutions to be responsible for the daily operation and management of the rescue fund, and the Guizhou Branch of PICC Property Insurance is currently responsible for the specific operation of the rescue fund as the manager of the rescue fund. The management and operation mode of our province, without new government agencies and new financial support personnel, is a relatively advanced management and operation method in China.
At present, the company has set up 98 rescue fund acceptance outlets in the province, covering all administrative regions at or above the county level in the province, and the rescue fund acceptance service telephone is "95518 to 2".
When a road traffic accident that causes casualties occurs, there are three situations:

03 Electronic driver's license

Guiyang City in our province has begun to promote electronic driving licenses on September 1 this year, Zunyi City has begun to promote electronic driving licenses on October 20 this year, Anshun City on October 23, and Qiandongnan Prefecture will start to promote electronic driver's licenses on October 26.
The electronic driver's license is generated by the national public security traffic management electronic license system and issued through the national unified "traffic management 12123" APP, providing electronic license services for drivers and related industries and management departments.
