Fan Chunling, deputy director of the Cyber Security Protection Bureau of the Ministry of Public Security, introduced the relevant work of our country's network security, especially the security protection of critical information infrastructure, under the framework of the "14th Five-Year Plan". Director Fan first reiterated the importance and urgency of the security protection of critical infrastructure. After the promulgation and implementation of the regulations on the security protection of critical information infrastructure, the protection work departments, operating units, regulatory departments, and especially operators of various industries and departments have deeply implemented the work related to the security protection of critical information infrastructure. Director Fan hopes that Lu Yuntian, with the contribution of the collective wisdom of experts and scholars, can make greater contributions to the work of network security, and provide more new solutions and new measures for the construction of our country's network power and digital China construction, so as to make our national network security work to a higher level.

Yu Kequn, director of the National Information Technology Security Research Center, shared some foreign and domestic practices in data security supervision and protection, as well as some thoughts and suggestions from them. Director Yu first discussed the characteristics and protection requirements of data security protection objects, as well as the special attributes and special risks of data; secondly, introduced the data security practices of major foreign countries, including both the government level and the level of enterprises and individuals. Hao Zhiqiang, deputy director of the National Industrial Information Security Development Research Center, made a report entitled "Opportunities and Challenges of Industrial Information Security", expounding the new situation, new challenges and new opportunities of industrial information security. In terms of the new situation, the development of industrial informatization has shifted from the previous internal digitalization to the platform-enabled industrial chain collaboration, and industrial information security has also been more integrated into the security attribute of the Internet from the manufacturing industry. In terms of new challenges, security incidents represented by ransomware virus incidents in U.S. oil pipelines are frequent. Just two days ago, Biden also issued a memorandum on improving the network security of critical infrastructure control systems, requiring federal agencies to develop cybersecurity performance indicators for critical infrastructure. In terms of new opportunities, the Ministry of Industry and Information Technology issued the "Three-year Action Plan for the High-quality Development of the Network Security Industry", which clearly stated that the industrial scale will reach 250 billion yuan in 2023. Lu Xin, deputy director of the Office of the State Information Center, made a report entitled "High-quality Development of the Digital Economy during the 14th Five-Year Plan Period", focusing on further thinking about the development of the digital economy from three aspects: the cultivation of digital elements, the integration of data elements and the activation of data elements. The cultivation of data elements is to further improve the data infrastructure, but also to further promote technological innovation; the integration of data elements, the most critical is to promote the integration and development of the digital economy and the real economy; the activation of data elements is the result of the full integration of the digital economy and various fields of economy and society, to promote the intelligence of all aspects of various fields, so that data can speak, think, and act. Zuo Xiaodong, vice president of the China Academy of Information Security, made a report entitled "Interpretation of the Network Security Review System". Dean Zuo reviewed the allusions of the Chinese delegation's cybersecurity dialogue held in Washington, D.C. and the U.S. government in 2012, introduced the mechanism design of the U.S. censorship system, and elaborated on the thinking and work flow behind some provisions of China's censorship system. Hu Bin, Vice President of Convinced Service Technology Co., Ltd., made a report on "Exploration and Practice of Network Security Technology System under the New Situation". Hu Bin believes that there are four major challenges and opportunities for network security in the new situation. First, the threat upgrade, the security system from responding to known threats to unknown threats; second, the popularization of cloudification, the future of network security in the cloud; third, data circulation, massive data classification and classification and privacy protection is difficult; fourth, the normal state of attack and defense, the transformation of business ushered in the era of actual combat confrontation. To this end, the technological innovation model of "Security + X" was proposed, which empowered network security through AI, SOAR, CLOUD and other technologies, and shared relevant technical explorations and practices at the conference. Hu Bin believes that the construction of four major security capabilities of comprehensive threat detection, leading threat intelligence, advanced cloud-based security and human-machine common intelligence security services is an important exploration and practice of the network security technology system under the new situation, which can provide strong support for national network security and major activity guarantees.
