On April 26, the 2021 International Intellectual Property Application and Project Cooperation Conference was launched online and offline. With the theme of "Intellectual Property Protection and RCEP", this year's conference aims to build an international intellectual property service cooperation platform and promote communication and exchanges between the Chinese and foreign intellectual property communities, so as to give play to the role of intellectual property in promoting and leading the development of innovative economy.
Sun Jin, deputy director of the Provincial Department of Commerce, Yin Jianqing, president of the Provincial Council for the Promotion of International Trade, and Chen Xiaosheng, member of the Party Working Committee and deputy director of the Management Committee of Jiangbei New Area, attended the conference and delivered speeches.
In his speech, Chen Saidang said that Nanjing Jiangbei New Area is the 13th state-level new area in China and the only one in Jiangsu Province, and it is also a strategic bearing place for the Nanjing Area of Jiangsu Free Trade Zone. Innovation is the innate gene of Jiangbei New Area, and protecting intellectual property rights is to protect innovation. With the strong support of provincial and municipal intellectual property departments, the new district closely gathers resources, lays out carriers, optimizes ecology around the whole chain of intellectual property protection, and strives to build an internationally leading intellectual property work system.
The first is to stimulate the strongest creative vitality. By the end of 2020, the number of patent applications, patent authorizations and PCT applications in the new area had reached 16,383, 9,993 and 481 respectively, and the number of effective invention patents owned by 10,000 people had reached 92.
The second is to create the strictest protection system. High-quality construction of China (Nanjing) Intellectual Property Protection Center, the establishment of intellectual property courts, intellectual property arbitration courts, rights protection assistance centers and other institutions, the formation of a judicial, administrative, arbitration, mediation in one of the intellectual property protection chain.
The third is to build an optimal service ecosystem. To build the country's first international intellectual property financial innovation center, intellectual property pledge financing "Jiangbei experience" has been promoted nationwide, "my wheat field" intellectual property financial services have radiated throughout the province. Recently, the country's first professional platform for intellectual property securitization and the first digital trading platform for intellectual property assets based on blockchain technology have both settled in Jiangbei New Area, providing strong support for the new district to create more experience in the field of intellectual property rights in the province and even the whole country.
Next, the new district will continue to give full play to the role of intellectual property rights in promoting the economy of research and innovation, make every effort to create a fair competitive market environment and an international first-class business environment, welcome innovative enterprises and talents at home and abroad to visit the new area, invest and develop businesses, and achieve mutual benefit and win-win results in full cooperation.
At the meeting, Zhao Ping, Vice President of the Research Institute of the China Council for the Promotion of International Trade, delivered a keynote speech on the "New Regulations on the Protection of Intellectual Property Rights of RCEP". Zhao Qi, Deputy Director of the Provincial Intellectual Property Office, introduced the development and protection of intellectual property rights in Jiangsu Province in 2020. Wang Yang, Director of the Legal Department of the Provincial Council for the Promotion of International Trade, gave a keynote speech on "Diversified Resolution of Intellectual Property Disputes", and Zhang Xia, Jiangsu Representative of the Hong Kong Trade Development Council, gave a keynote speech on "Suzhou and Hong Kong Join Hands to Promote Intellectual Property Innovation and Transactions".
It is understood that from April 27 to 29, the conference will also hold three special activities such as the UK Intellectual Property Management Promotion Innovation Experience Sharing Seminar, the Sino-Dutch Suzhou Science and Technology Innovation Port Project Matchmaking Meeting, and the China-Israel Science and Technology Cooperation and Technology Docking Conference in Nanjing Jiangbei New Area, Suzhou and Changzhou, online and offline.
