In order to promote the solution of the problems of project construction and acceptance of the legacy projects over the years, scientifically plan the recent key work of the Hydrological Bureau, and provide solid hydrological support for the high-quality development of water conservancy, on the afternoon of October 26, 2021, Wang Qiang, director of the Provincial Water Affairs Department, led a team to the Provincial Hydrological Bureau to investigate and hold a symposium. Responsible persons of the Construction Management Office, the Planning Office, the Personnel Office, the Water Resources Division, the Water Conservation Department, the Provincial Water Affairs and Quality Supervision Bureau, and cadres at or above the middle level of the Hydrological Bureau attended the meeting.
At the meeting, Su Guanbo, director of the Provincial Hydrological Bureau, reported on the progress of hydrological work in 2021 and analyzed the current difficulties in the work of the Hydrological Bureau. Deputy Director Cheng Wen focused on the progress of the remaining projects. The responsible comrades of the Construction Management Office, the Planning Office, the Personnel Office, the Water Resources Department, the Water Protection Department and the Quality Supervision Bureau exchanged views on the key and difficult points of each work and put forward targeted suggestions.
Subsequently, Director Wang Qiang put forward several requirements on the difficulties and blockages facing the current work of the Hydrological Bureau:
First, it is necessary to strengthen the construction of the contingent of hydrological talents, build a contingent of talents who can overcome difficulties, and cultivate a group of red and specialized business leaders.
The second is to enhance the capacity building of cadres, and business cadres should learn from the provinces with leading technologies in the hydrological industry, and actively carry out technical exchanges with the Department of Hydrology, the Pearl River Commission and other units.
The third is to improve the sense of service. The Hydrological Bureau should strengthen technical support to the provincial departments, develop the content of hydrological services for the society, and force the improvement of the ability and quality of hydrological services.
The fourth is to increase technological innovation. With the help of the opportunity of the construction of smart water network, we will deeply participate in the construction and promote the development of smart hydrology in Hainan.
Fifth, it is necessary to make efforts to do practical things for the people. Accelerate the construction of hydrological inspection bases, change the old hydrological monitoring and reporting model, improve the production and living environment of hydrological workers, and attract more high-quality talents to devote themselves to Hainan hydrology.
Sixth, strengthen communication with provincial departments and units. Proactively seek support from provincial departments and the help of various units.
The seventh is to completely change the existing project management model, study the construction management system that adapts to the current situation, and consider innovative models such as the project agency system.
