On October 14, 2021, 51 taxis belonging to two taxi companies in Hua'an and Xincheng in Zaoshui County were suspended without permission, which was a spontaneous act of taxi drivers, and the taxi company did not report to the county traffic management department, mainly because the Gas Supply at Jiahua Gas Station was stopped.
Taxi transportation and natural gas supply are related to people's livelihood and fall within the scope of Shaanxi Province's pricing catalogue. After investigation, the price department of Zaoshui County has approved the guidance price for taxi operating expenses and natural gas supply in accordance with the policy regulations. Because there is no natural gas pipeline in Zaoshui County, gas supply enterprises can only purchase LNG natural gas through tank truck transportation, the transportation cost is larger, coupled with the recent sharp rise in gas prices, gas supply companies sell natural gas below the cost price according to the guidance price, refueling taxis and other vehicles leads to operating losses, and then stopped the supply of gas to CNG dual-fuel vehicles such as taxis.
It is understood that the taxi in Zaoshui County is a CNG dual-fuel vehicle, that is, oil and gas can also be used, and the county price department is based on gasoline when approving the taxi operating costs, because the cost of using natural gas is lower than the cost of using gasoline, taxi drivers stop operating privately based on cost increases, and gas supply companies stop supplying gas to CNG dual-fuel vehicles based on the normal operation of enterprises (normal gas supply for gas single-fuel vehicles).
In order to properly handle the contradiction between taxi operation and natural gas supply, the Zaoshui County Government organized the county development and reform, finance, transportation, urban management, gas supply companies, taxi companies and other units to immediately hold a coordination meeting, conducted in-depth discussions on relevant issues, agreed on solution measures, and promoted the masses to reflect that the problems were resolved as soon as possible.
First, according to the Pricing Catalogue of the Shaanxi Provincial Government, taxi charges belong to the price range set by the county-level government, and the county price department has started the taxi fare adjustment procedure in accordance with the regulations, and the taxi operating price has been re-examined and implemented to effectively ensure the normal operation of the taxi industry.
Second, the county development and reform department has asked the provincial and municipal development and reform departments for instructions, requesting that the LNG compressed natural gas in Zaoshui County implement market-regulated price management, and the gas supply and operation enterprises will set their own prices according to the market conditions, and are currently waiting for the approval of the province and city.
The third is to start the natural gas price linkage mechanism, the county development and reform bureau has led the relevant departments to organize the county natural gas cost accounting, after the accounting is completed to formulate a natural gas price linkage plan, reported to the county government for approval and implementation in accordance with regulations.
Fourth, Zaoshui County is actively enlisting the support of relevant departments at higher levels, striving to land the pipeline gas supply project in Zaoshui County as soon as possible, and fundamentally solving the problem of excessive cost of natural gas transportation.
Fifth, strengthen the operation and management of enterprises, the taxi industry and urban gas supply belong to the people's livelihood industry, enterprises should also fulfill their social responsibilities while ensuring operating profits. At the same time, the county taxi and natural gas authorities are responsible for supervising and guiding enterprises to strengthen their own management and construction, reduce operating costs through technological transformation and other means, improve corporate profits, improve service levels, and promote the healthy and stable development of the industry.
Sixth, increase the intensity of industry supervision services, taxi and natural gas authorities regularly understand and coordinate to solve the difficulties and problems in the operation and development of enterprises, effectively perform supervision and inspection duties, guide enterprises to reflect reasonable demands in accordance with regulations, increase penalties for violations of laws and regulations, strictly regulate the operation behavior of operators, and eliminate the occurrence of phenomena such as private suspensions.
