The proposal of "supporting the coordinated development of the old revolutionary areas of Sichuan and Shaanxi and poverty alleviation" is one of the key proposals in 2015 that was examined and approved by the Chairman's Meeting of the National Committee of the Chinese People's Political Consultative Conference, and the National Committee of the Chinese People's Political Consultative Conference attaches great importance to it and lists it as one of the five key proposals for investigation and supervision. Bazhong was the core area of the old revolutionary area in Sichuan and Shaanxi, the capital of the second largest Soviet region in the country during the agrarian revolutionary war, and made significant contributions to the founding of New China. In recent years, our city has firmly grasped the major opportunity of the state's implementation of regional development and poverty alleviation in the Qinba Mountains, taking the "six major poverty alleviation projects" as the starting point, adhering to the combination of overall promotion and precision poverty alleviation, vigorously implementing poverty alleviation, and accelerating the transition from solving food and clothing to a new stage of poverty alleviation, the number of poor people has dropped significantly, the production and living conditions have been significantly improved, and the development ability of poor people has been significantly improved. The number of poor people in the city decreased from 871,000 at the end of 2010 to 430,156 at the end of 2014, and the incidence of poverty dropped from 27.2% to 14.2%.
The research team went deep into Fengxiang Village, Qingfeng Town, Pyeongchang County, and Longwei Village, Yuntai Town, to learn more about the traditional Chinese medicine base, the development of the tea industry, the protection of ancient villages and the development of rural tourism, and listened to the work reports on the construction of poverty alleviation and development projects and industrial poverty alleviation.
The research group fully affirmed the achievements made by our city in promoting the economic and social development of the old revolutionary areas and the work of poverty alleviation. The research group believes that Bazhong City has conscientiously implemented the decision-making and deployment of the central government and the spirit of a series of important speeches by General Secretary Xi Jinping, really grasped the work, promoted poverty alleviation and strongly, and made very obvious improvements in infrastructure construction, economic and social development, people's livelihood and the living standards of the poor masses, and the work results are tangible. The research group pointed out that there are still many difficulties in achieving a well-off society in an all-round way at the same time as the whole country, and the workload is still very large and arduous, and it will timely and objectively reflect the wishes and expectations of the people in the old areas to the central authorities, help the people in the old areas to get rid of poverty and become rich, and let the people in the old areas fully share the fruits of reform in the course of development and live a prosperous life as soon as possible. The research group demanded that Pakistan and China should conscientiously implement the spirit of the central authorities and organically combine the regional development of old areas with targeted poverty alleviation; they should make overall plans and arrangements, and combine the work of poverty alleviation in rural areas, the construction of new rural areas, the development of urbanization, and the relocation of migrants and other work; in particular, they should strengthen the adjustment of the rural industrial structure so that the peasants can stabilize and become rich; they must intensify education to help the poor, do a solid job in basic education, vigorously develop vocational education, pay attention to personnel training, and especially cultivate and develop local industries that are profitable. Attract local talents and migrant workers to return to their hometowns to start a business and find employment.
