On December 9, 2019, Pang Moumei and five other people were dissatisfied with the expropriation of their previous contracted land and rented it to a company to open a driving school, and hired someone to use a forklift to shovel the wall of the driving school and the newly repaired cement pavement. After appraisal, it caused direct economic losses of more than 18,000 yuan.
When handling the case, Zhu Jinchao believed that if the case was handled, the accumulated resentment between the two sides would only become deeper and deeper. So he decided to bring the two sides to a settlement. According to Wang Siqi, assistant procurator of the First Procuratorial Department of the people's procuratorate, both sides were very angry at first, and one side vowed not to bow its head, and the other side would never understand.
"During that time, Director Zhu drove his own car and took me to the scene of the crime many times." Wang Siqi said that in order to promote reconciliation between the two sides, Zhu Jinchao not only mobilized the cadres of the local village "two committees" to do the work of both sides, but also used the relationship between relatives and friends of both sides, and finally persuaded them that the criminal suspect compensated the victim for his losses and voluntarily accepted punishment for himself, and the victim also expressed forgiveness to the criminal suspect. In the end, the court made a decision not to prosecute Pang Moumei and 5 other people in accordance with the law.

Colleagues advised him to hurry to the hospital, and he always waved his hand and asked his colleagues to go to the canteen to get a steamed bun and come back to the emergency. As soon as the situation eased slightly, he began to get busy again.
Wang Siqi was closest to Zhu Jinchao when he was working, and saw the rhythm of Zhu Jinchao's work: "He is like a top, never stopping. When a case is closed, we think about taking a breath, and then the director will call me over and come up with a case to debate with me. ”
