Liang Qun was born in September 1966, a member of the Communist Party of China, and is currently the chairman of a fire engineering company. He has successively won the honorary titles of "Lushan County Xinxiangxian", "Lushan County Helping Others As a Model of Music", "Eagle City Good Man" in Pingdingshan City, and "Rural Culture and Tourism Talent" by the Ministry of Culture.

In recent years, Liang Qun has continuously dedicated his love to the benefit of the villagers. At the beginning of 2017, he invested more than 3 million yuan to build dams, dredge waterways, and comprehensively treat water systems in the Qingshui River Basin of his hometown, so that the "water is greener and the mountains are greener" in his hometown. The homestay generates 100,000 yuan of income for the village's collective economy every year, and the first phase of the project provides 15 jobs for the villagers, and each person achieves an annual income of more than 30,000 yuan. The homestay in Huayuangou Village has also led to the great development of local tourism, and more than 50 farmers in the village have increased their income by starting farms and producing and processing agricultural and sideline products.

In March 2020, Liang Qun also transformed and upgraded the original lotus fish polyculture project in Sigou Village, and built the "Longling Dam Colorful Pastoral Garden", including farming halls, fishing gardens, winter peach picking gardens, cherry blossom ornamental gardens, etc., arranging for more than 40 villagers to find employment nearby, and driving villagers to build more than 10 new farms.

In recent years, Liang Qun has made a special trip to the township home for the elderly every Spring Festival to visit the elderly, widows, widows, and five-insured households, and families in difficulty, and donate money and materials to help solve their practical difficulties.
