This radar was developed by a domestic research institute in China, which was once publicly displayed at the Zhuhai Airshow in 2016, and is one of the advanced long-range warning radars that China can export to the outside world. It is said that the radar uses meter-wave band electromagnetic waves for detection, and its development purpose is to detect stealth targets.

Radar waves are usually divided into microwave, millimeter wave, centimeter wave, decimeter wave, meter wave and so on according to different wavelengths. Due to the good directivity and high resolution of centimeter and decimeter waves, most modern radars use centimeter and decimeter waves. Stealth aircraft also mostly target radars in these two bands. If a large-wavelength meter-wave radar is used, then the aircraft that were originally invisible for centimeter-wave and deci-meter-wave cannot be invisible to the meter-wave radar, so it will be "exposed". The Chinese-made JY-27A long-range warning radar used by the Venezuelan military is such a mibo long-range warning radar, which was displayed at the 2016 Zhuhai Air Show, and the important selling point of its propaganda was that it could effectively detect stealth aircraft.

Official Israeli accounts confirm that the radar "hampered" Israeli F-35I fighters from operating over Syria and Lebanon. So, from this perspective, the JY-27 large-meter-wave radar does have the ability to spot stealth targets, so if the F-22 is really close to Venezuela, it is not impossible for the JY-27 to be spotted.
