Resident: The only elevator left in the old high-rise is often suspended, what to do?

Property: Applying for maintenance fund, insufficient part of the residents to share
Residents of No. 38 Shangzhi Street, Daoli District, Harbin City, reported that they only had two elevators in the building, and more than 10 years ago, one elevator was damaged and deactivated, and residents could only squeeze another dilapidated elevator up and down the stairs. The available elevators are often deactivated for maintenance, residents can only climb stairs, and some elderly people can't get out of the house, and they are miserable.
The reporter came to the high-rise building to check, walked into a gate, found the elevator entrance, and found that the elevator on each floor of the unit was closed, the keys were broken, and there were wooden planks and other debris piled outside the door. Mr. Zhang, a resident, said that the elevator had long been deactivated, and everyone took the elevator of another unit when going up and down the stairs. Down the corridor, the reporter found another elevator, this elevator is still in use, from the outside is very old, and there is a maintenance phone posted on the door. Mr. Zhang said that his family lives on the 19th floor, and he has to pay an elevator fee of more than 300 yuan per year, and the only elevator that can be used may be stopped at any time for maintenance, and everyone is looking forward to the damaged elevator being repaired and put into use as soon as possible.
It is understood that this high-rise building was built in 1995, which is the earliest batch of high-rise residential buildings built in Harbin, with 3 units and 15 residents on each floor.
The reporter then found the staff of the Pioneer Property Company's Delhi Branch to inquire, he said that the deactivated elevator is seriously damaged, can not be repaired, can only be replaced, the cost of at least more than 100,000 yuan; the property is actively cooperating with residents to apply for housing maintenance funds, if the amount of funds is not enough, it can only be shared by residents.
