In February 2020, during the special period of prevention and control of the new crown pneumonia epidemic, masks, disinfectants and other protective items became tight, and the defendant Zhang Mou wanted to take advantage of the opportunity to make profits, so he went to the surrounding areas of Tongcheng City many times late at night to buy more than 50,000 "three noes" masks for sale, and the sales amount reached more than 170,000 yuan. These "three noes" masks were later identified as unqualified masks by the Jiangsu Provincial Special Safety Protection Product Quality Supervision and Inspection Center.

The Nanling County Court held that defendant Zhang Mou illegally sold unqualified masks during the national prevention and control of the new crown pneumonia epidemic for profit, and his behavior has constituted the crime of selling fake and shoddy products. Taking into account that Zhang surrendered voluntarily, voluntarily admitted guilt and accepted punishment, and other circumstances, the above judgment was made.
