On November 26, the Ministry of Agriculture and Rural Affairs received a report from the China Animal Disease Prevention and Control Center, and after the national avian influenza reference laboratory confirmed that a wild swan H5N8 subtype of highly pathogenic avian influenza occurred in the Sanwan Giant Swan Scenic Area in Pinglu County, Yuncheng City. The area is inhabited by more than 4,000 wild swans, with 2 sick and 2 dead. After the outbreak of the epidemic, the local emergency response mechanism was immediately activated, emergency disposal work was carried out, the surrounding environment was disinfected, and all the sick and dead swans were harmlessly treated.

At about 8:00 a.m. on November 18, wetland rangers in Pinglu County, Shanxi Province, were patrolling the Yellow River beach in the old town of Zhangcun Town when they found two giant swans that died of unknown causes. After the incident, the local county party committee and county government attached great importance to it, responded quickly and took emergency measures to report after scientific disposal. As of 9:00 a.m. on November 27, no new giant swan deaths had been detected in the Pinglu Yellow River Wetland in Shanxi.

II. Avian Influenza Epidemic And Prevention and Control:

It is understood that at 17:00 on November 19, the nucleic acid of the H5 subtype of highly pathogenic avian influenza virus was found in the samples sent for examination, and it was confirmed as a suspected H5 subtype of highly pathogenic avian influenza epidemic. On the evening of the 19th, the county party committee and county government of Pinglu County, Shanxi Province, once again urgently held a meeting of member units and township heads of wildlife protection to clarify the responsibilities of the department and grasp the emergency prevention and control work.

(1) Emergency isolation to ensure safe distance. After the outbreak of the epidemic, the local government immediately arranged special personnel to carry out emergency isolation and disposal at the scene, hung warning signs in the main habitat of giant swans, and laid a cordon. At the same time, the Three Bay Giant Swan Scenic Area is closed, and tourists and unrelated personnel are prohibited from entering migratory bird habitats and risk areas.

(2) Strengthen patrols and pay close attention to the dynamics. Give full play to the role of 20 wetland rangers, continuously increase the intensity of patrol and monitoring, implement all-weather patrol monitoring along the Yellow River, and pay close attention to the dynamics of giant swans. At the same time, professional personnel were organized to conduct a comprehensive inspection of poultry farms (households) within 5 kilometers of the local yellow area, without dead ends, and a total of 66,685 poultry were screened, and emergency immunization was carried out in a timely manner.

(3) Timely elimination to ensure the safety of swan habitat. While treating the dead giant swans harmlessly in a timely manner, the local government departments killed the main habitats of giant swans such as Xijiaping River Beach, Sanwan Swan Lake, Maojin Beach, Sun Ferry, and Checun River Beach 6 times to ensure the safety of giant swan habitats.

(4) Raise publicity and enhance the awareness of prevention and control among the whole people. The local Forestry Bureau and the Education and Science Bureau urgently printed more than 50,000 copies of the knowledge manual on the prevention and control of epidemic diseases and the proposal for the protection of wild animals, and publicized them in villages along the river and primary and secondary schools throughout the county.

All staff and people who are in close contact with the giant swan must wear masks, protective gloves, protective clothing, do a good job of personal protection, and avoid human and animal infections.
