A recent interview with a reporter from the Economic Information Daily found that since last year, Shandong has based on "the brand is below, the root is on the top", and has promoted from top to bottom and carried out centralized rectification of the "brand chaos", and more than 1.9 million brands in the province have been removed. On the basis of a large number of delisting and standardized listing, Shandong has also established rules and regulations to dig deep into the formalism and bureaucracy behind the brand. Through the "concentrated rectification of the problem of 'many brands' in villages (communities)", shandong's "many brands" and "listing fever" and other formalistic diseases have been effectively curbed.

Grassroots cadres and the masses look forward to improving the ability and level of grassroots service to the masses by strengthening the training, assessment and supervision, and scientific appraisal mechanism, so that cadres and the masses can enhance their sense of gain, and beware of the "rebound of many problems in the brand."

There is no service on the wall

Yang Qingchun, secretary of the village branch, said: "In the past, this was hung with various signs of large and small sizes, and the traces were left in the wind and the sun and the rain. ”

The large number of brands is a relatively common situation in Shandong before the "concentrated rectification of the problem of 'many brands' in villages (communities)". In September last year, the Inspection Office of the Shandong Provincial Party Committee and The Provincial Government conducted a survey of 58 villages (communities), with an average of more than 40 signs hanging in each office space. Liu Bingguo, deputy head of the leading group for urban and rural community governance work in Shandong Province and director of the Provincial Department of Civil Affairs, said that in recent years, the problem of too many names of institutions, rules and regulations and signs of village (community) office service places has been highlighted, showing the characteristics of many types, forms, and false names.

Before the centralized rectification, there were many signs hanging in the village (community), such as "room", "institute", "station", "center", "home", "association" and so on. During the interview, many grassroots cadres and masses complained quite a bit. They said that there are signs inside and outside the door, and there are more than a dozen systems on one wall, mainly to meet the inspection and assessment of the superiors, and many of the signs are nominal "flower shelves".

There are many forms of brands, and there are many false names of all kinds. According to the comrades in Shandong who participated in the investigation and investigation of the "many brands" problem in the village (community), some places are limited by the area of office activity space, and the phenomenon of "one room and multiple cards" is more prominent, and all kinds of signs are sewn and inserted, full of walls, and if they can't hang up, they will pile up on the side, and some even the system brands of one or two decades ago will be hung up, and even if they are hung, they will be finished.

Too much is too much to be a burden. Liu Bingguo said that the purpose of the listing was originally to indicate identity, clarify responsibilities, and facilitate the masses, but the number of grass-roots personnel is limited, and there are too many signs, so that the cadres of the village (community) who are already holding several positions are lacking in skills and overwhelmed.

There is no service with a card, and there is no heart on the wall. A number of grassroots cadres and masses in Shandong told reporters that although the incision to clean up the "chaos of the brand" is small, it is of great significance, and the matter is done, not hung up by the sign, which has indeed reduced the burden on the grassroots, and the cadres and masses "no longer panic in their hearts."

During the interview, many people reflected to reporters that at best they would pay attention to the content of the public column in their daily lives, and before the party branch office, conference room and other signs were "hung up and chaotic", in fact, they could not understand or care at all, and they still directly looked for village (community) cadres.

In the Hubei community of Gulou Street, Dongchangfu District, Liaocheng City, some cadres and masses told reporters that more and more signs were required by various departments to hang, and before the centralized rectification, they "suffered from the 'brand' for a long time, and this time the centralized rectification picked more than 100 signs, which was much easier."; In Huaguoyu Village, Fengyang Town, Pingyi County, Linyi City, the village cadres frankly said: "This time the problem of 'many brands' in the village (community) is a good thing, reducing the burden on the grass-roots level, and saving tens of thousands of yuan a year."

The four major groups focused on approving "whose brand is cleaned up"

In order to comprehensively rectify the problem of "many brands" in villages (communities), the Supervision Office of the Shandong Provincial Party Committee and Provincial Government led the consultation and study with relevant departments many times, and proposed measures and methods to grasp the rectification work; on this basis, on December 2, 2020, in the name of the Leading Group for Urban and Rural Community Governance in Shandong Province, the "Implementation Plan for the Problem of Centralized Rectification of Villages (Communities) with Many Brands" was issued.

Feng Jianguo, director of the office of the Leading Group for Urban and Rural Community Governance Work in Shandong Province and deputy director of the Provincial Department of Civil Affairs, said that unlike other provinces and cities, Shandong's plan has been reviewed and approved by all the standing committees of the provincial party committee and the leaders of the provincial people's congress, the provincial government, and the provincial CPPCC committee, covering all the institutions and departments that may be listed from a high position, reflecting Shandong's determination to eradicate the problem of "many brands" in villages (communities).

Thanks to the promotion from a high position, the leading group for urban and rural community governance in Shandong Province adheres to the principle of "measuring a ruler to the end" and "whose brand is cleaned up", and refines the work measures such as strict listing standards, centralized management, streamlining institutional brands, cleaning up system signs, unifying listing styles, implementing list access, and strengthening supervision and inspection.

Delisting is not a one-size-fits-all, let alone a "one-size-fits-all", and the centralized rectification work not only strictly implements the standards, but also implements the "prescribed actions" such as integration and streamlining, and also seeks truth from facts and adapts measures to local conditions. Resolutely "cut a knife" to the signs linked to the assessment matters, and smash the "sense of existence" of the relevant departments and units listed in the village (community); "put a horse" on the signs that embody local characteristics and reward categories, fully respect the opinions of village-level organizations and the masses, embody innovative work, and retain the cultural atmosphere; "classify the service and guidance brands into major categories" and adopt methods such as insertion and electronic screens to display them in a centralized manner to facilitate the service of the masses.

In the past year, 65,000 villages (communities) in Shandong have cleaned up more than 1.9 million brands of various institutions and systems; of which 640,000 are service brands for work institutions, 1.01 million are system brands, and 250,000 are in the categories of appraisal and commendation and demonstration activities, and the direct effect is very obvious.

The reporter's investigation learned that cleaning up the "brand chaos" is not the first time in Shandong, nor is it the first case in the country. Feng Jianguo said that in the past, the relevant departments in the province have carried out many clearance operations, and other provinces and cities have also made similar arrangements, but most of them are like cutting leeks and picking them once and rebounding once.

The essence of rectifying the problem of "many brands" is the formalism and bureaucracy behind the rectification. On the basis of standardizing the listing, Shandong has carried out actions to reduce the burden on the grass-roots level from the provincial level. In 2020, the General Office of the Shandong Provincial Party Committee issued the "Several Measures on Continuously Solving the Problems of Formalism at the Grassroots Level", proposing that "the districted city should be used as a unit to formulate and publicize the list of community work access, and all matters without approval should not be handed over to the community for implementation"; in September 2020, the Shandong Provincial Department of Civil Affairs also issued the "Several Issues That Should Be Paid Attention to in the Establishment of the Community Work Access System" and attached the "Shandong Provincial Community Work Access List Guidance Catalog" to help the community clarify the "entrance" of the brand.

In addition, in March 2021, the General Office of the Shandong Provincial Party Committee issued a notice to further rectify all kinds of formalism problems, proposing a series of specific work measures such as "comprehensively implementing the management of the list of responsibilities and tasks of village-level organizations" and "improving the methods and methods of supervision and inspection and assessment", and continuing to reduce the burden on the grass-roots level; in August 2021, the Organization Department of the Shandong Provincial Party Committee and the Shandong Provincial Department of Civil Affairs jointly issued the "Guidance Catalogue for the List of Duties and Tasks of villagers' committees of village party organizations in Shandong Province (trial)" to help village party organizations, Villagers' committees are clear about their duties and tasks.

Liu Bingguo said that through the implementation of the village (community) work access system, it is clear that the items that are not in the list must not be transferred to the village (community) to undertake, and it is not allowed to assign tasks, targets, and listings to the village (community) in the form of administrative orders, which has fundamentally reduced the administrative work burden of the village (neighborhood) committee, enhanced the function of autonomous services, and further consolidated the results of "centralized rectification of the problem of 'many brands' in villages (communities)."

Brand down service up

Due to the innovation of social governance of "mutual help and mutual assistance, mutual affection and mutual love, and orderly governance", the first community in Dianliu New Village, Lixia District, Jinan City has become a national-level demonstration community, and has also attracted delegations from inside and outside the province and at home and abroad to come to observe. As a well-known "star community", the pressure to rectify the problem of "many brands" here is particularly great.

Xu Rui, secretary of the party committee and director of the neighborhood committee of the first community in Dianliu Xincun Street, told reporters that before the rectification, more than 100 signs were hung in the party and mass service station of this community. Nowadays, the hall on the first floor displays the "4321" community work law, the "public welfare bank" publicity list and other characteristics, and uses the unified convenience paper as a standardized service guide, and the integrated e-government platform as a means to liberate community workers and sink into the residents, collect social conditions and public opinions in a timely manner, accurately grasp the demands of residents, and serve residents face-to-face and deal with problems.

"The brand is reduced, the service is raised." Some cadres and masses in Shandong said that the purpose of clearing cards and reducing burdens is to increase service efficiency, and some localities have taken the opportunity to rectify the problem of "many brands" in villages (communities) to promote grass-roots cadres to devote more time and energy to serving the masses and seeking development and implementation.

In Licang District, Qingdao City, the community uses the previously low utilization space such as the library reading room and the volunteer home to build a new neighborhood center, cultivate community social organizations, tap the backbone and volunteers of the community, form community self-organization and interest groups, promote community endogenous forces, and enrich the connotation of community services.

At present, only the Cangkou Street Neighborhood Center in Licang District has active 87 self-organized teams and more than 2,300 community volunteers. For the space after the brand is cleaned, it highlights the content that residents like to hear, such as community talents, excellent volunteers, community services, and activity scene reproduction, and does not leave physical space for the "resurgence" of the brand.

Listing is not a result, and the wall cannot install a façade. During the investigation and return visit, the relevant departments in Shandong found that all localities attach great importance to the problem of "many brands" in villages (communities), grasp it as a prominent problem of formalism and bureaucracy, and take off the brand to find ways to defend the position.

"In the past, a brand at the grassroots level was a 'position' for the higher departments. But the tangible position is on the community wall, and the invisible position is in the hearts of the masses. Nowadays, there are fewer brands, and we must do a good job in community work in a down-to-earth manner, so that we can truly guard and defend our positions. Wang Yiwen, deputy director of the Dianliu Xincun Street Office in Lixia District, Jinan City, said.

At the same time, some grassroots cadres and masses in Shandong said that the accumulation of defects in "many brands" is not a day's cold, and it is not a day's work to solve them from the root, and the key to cleaning up the "chaos of brands" lies in eradicating formalism and bureaucracy, so it is necessary to put an end to "rectifying a gust of wind" and "rebounding of problems," avoid a rebound after rectification, affect the enthusiasm of grass-roots work, and damage the image of party committees and governments.

In 2021, Shandong conducted the election of the new "two committees" of villages and urban communities. In order to avoid the new and old teams from having different standards and implementation effects on the "many brands", many respondents hope that the village (community) listing standard rectification work will be included in the training content of the members of the "two committees" of the village (community), so as to promote the new village (community) cadres to grasp the relevant standard requirements and ensure that the village (community) continues to standardize the listing.

In order to prevent the rebound of the "many brands" problem, various parts of Shandong have been explored, such as the establishment of a monitoring feedback system at any time in Wendeng District of Weihai City, the implementation of regular inspections in Fulaishan Street in Yantai Development Zone and the "burden reduction work observation point" system. Some respondents hope that, on the basis of exploration in various places, the "more brands" rectification, "looking back" and "anti-rebound" will be integrated into their daily work, summarize and establish an effective long-term mechanism for travel, consolidate the results of rectification, and ensure that the problem of "many brands" does not return.

Wang Yiwen and other grassroots cadres interviewed also hoped that, starting from the departments at higher levels, they would strictly standardize the assessment and evaluation matters, scientifically set assessment and evaluation standards, no longer use whether or not to list them as the basis for assessing village (community) work, and would no longer increase their own signs in the name of setting up temporary work institutions and undertaking certain work pilot and demonstration tasks, so as to break the "theory of only cards in assessment", and shift the assessment of tangible positions to the aspects of defending positions, warming the masses, and the red party flag, so as to fundamentally put an end to the rebound of the problem of "too many brands."
