
October 15 this year marks the 38th International Blind Day and the ninth Shanghai Barrier-free Film Day. On the same day, the ninth Shanghai "Barrier-free Film Day" was held at the Shanghai Broadcasting Art Center, jointly organized by the Shanghai Disabled Persons' Federation and the Oriental Broadcasting Center of Shanghai Radio and Television Station. At the event, the "Sound of Sunshine" barrier-free film platform was officially launched, which will bring a better and more convenient audiovisual experience for the visual and hearing impaired people.
Since October 15, the Municipal Disabled Persons' Federation and the Oriental Broadcasting Center have cooperated with the Oriental Pearl New Media's Blockbuster TV, BesTV IPTV and OTT TV Big Screen New Media Platform to open the "trial operation" of the barrier-free film online cinema line "Sunshine Voice" barrier-free film platform, and the first batch of 3 barrier-free film films will be launched. The newly launched platform further broadens the online channels for accessible films. Barrier-free movies move from the screen to the large and small screens, covering the two major application scenarios of outdoor and living rooms, so that the barrier-free film projects that have gone through 9 years have changed from fixed-point experience services to online sharing services, providing more diversified movie viewing services for people with visual and hearing impairments. On this platform, after the user enters the movie feature playback page, the accessible version can be played with one click through the remote control button. Compared with the normal version, the accessible version of the film has more detailed explanations such as pictures, environments and character actions, and also sets up the "explanation volume" and "picture volume" adjustment functions to achieve the best quality barrier-free movie viewing experience.
The event recognized the outstanding volunteers and the best teams of barrier-free film public welfare commentary who have actively participated in public welfare activities in the past two years. Fang Fei, host of SMG Documentary Center, Zhao Jing, host of Oriental Shopping, Yu Yin, host of Yangtze River Delta Voice of Oriental Broadcasting Center, Zhao Yunqing, volunteer of Shanghai Stock Exchange, and Fu Lidan, host of Qingpu District Rong Media Center, won the 2021 Outstanding Volunteer of Barrier-free Film Narrator, and the Youth Center of Shanghai World Expo Branch of Industrial and Commercial Bank of China won the "Best Volunteer Organization Award" of this year's barrier-free film public welfare activities.
During the epidemic period, the barrier-free film volunteer interpretation activities carried out in commercial theaters were inevitably affected, but the online and offline barrier-free film public welfare activities were not interrupted. On the basis of strictly abiding by the epidemic prevention regulations, the barrier-free film project team has carried out barrier-free film into the campus theme activities in 6 special education schools in the city, and has also carried out a series of collective projects such as public welfare donations and speaking out for love. In May this year, the barrier-free film commentary volunteer team seized the opportunity to carry out screening and commentary activities, and successively screened three theme films on the 100th anniversary of the founding of the Party, and 47 volunteers of the announcer and host went deep into 16 theaters in the city to provide on-site commentary. In the past 9 years, the barrier-free film public welfare commentary volunteer activities provided by announcers and hosts have become Shanghai's "excellent volunteer service brand project", and the volunteer team has now developed from the first few people to nearly 400 people, and the barrier-free film public welfare interpretation team of Shanghai Radio and Television Station was awarded the title of "National Advanced Collective for Assisting the Disabled" in 2019.
Over the past few years, barrier-free film days have also become a stage for visually impaired teenagers to interact, display and grow. At the scene of this event, the "unreliable" band composed of visually impaired teenagers electroacoustically brought the song "I Believe", and Yang Tongshuo, a young musician from the Blind Children's School, and Zhao Chenxi, a young harmonica player known as the "Asian Harmonica Triple Crown", presented a harmonica and piano concerto "Shostakovich Second Round Dance", which was applauded by the audience.
Since Cathay Pacific Cinema first opened a barrier-free film screening in 2012, under normal circumstances, all districts in Shanghai will hold barrier-free film screenings in designated theaters every month, which can reach more than 200 times a year and serve more than 20,000 visually impaired people. With the official launch of the "Sound of Sunshine" barrier-free film platform, the Shanghai barrier-free film public welfare project has entered a new stage of development, and with the active support of all sectors of society and many caring volunteers, it will go to more visually impaired and hearing-impaired people to provide the most intimate services for people in need. Barrier-free films are linked online and offline, integrated and integrated, and become a vivid case of civilization practice activities and cultural assistance in the new era.
