From water and fire to handshake

"The unpleasant things in the past have turned the page, and we will still be good brothers in the future." In June this year, after a long period of mediation, we finally saw the Shen family brothers back to good. Previously, the brothers had been in a state of "water and fire intolerable".

"I don't want anything, I just want to get him down!" The younger brother Shen Moumou and the elder brother Shen Moulin have been at odds for many years.

Shen Moulin is the leader of a village group in Nandu Town, Liyang City. Since October 2018, Mr. Shen has reported to multiple departments that Mr. Shen has violated discipline and laws. Most of the report letters received by relevant departments from Shen Moumou are vague and have no specific facts. After verification, the relevant department replied to Shen Moumou with the result of "reflecting the untruthfulness", but he refused to accept it and continued to report.

In January 2020, the Jiangsu Provincial Commission for Discipline Inspection and Supervision listed the relevant letters and petitions as referrals and transferred them to the Liyang Municipal Commission for Discipline Inspection. In March of the same year, the Liyang Municipal Commission for Discipline Inspection designated our office (the Third Dispatch Supervisor's Office) to handle the letter.

After accepting the petition, we did not simply copy the previous case file to prove the matter on the grounds that most of the problems were duplicate letters and petitions, but carefully read the problems reflected in the letter, and found that the case had the characteristics of many problems, miscellaneous matters, and long time: excluding duplicate problems, Shen X had already reflected 27 before and after; the time span was long, from the land contracting problem in 1998 to the land rights confirmation problem in 2015; the types of problems were miscellaneous, involving land rights confirmation, land acquisition compensation, and other aspects.

After many years, it is possible to spend a lot of time and energy and find nothing, but we are determined to clarify the ins and outs of this matter and give An account to Shen Moumou. We decided to meet him first.

"I don't believe you, you've investigated before, you're going to cover them up." Shen Moumou said it and slammed the door shut. I didn't expect to eat the "closed door soup" for the first time, but we chose "three Gu Maolu" and excerpted the problems it reflected, checked it one by one, and carried out a refined preliminary examination.

Due to the long age, not only the original topography and landform have changed, but also the village cadres have changed several times, some accounts are even more unclear, and it is difficult to collect evidence. In terms of professional knowledge such as land contracting, land confirmation, and compensation for land acquisition, we are also a "layman".

Therefore, we adopted the "1+1+4+X" cooperation zone case-handling model, gave full play to the advantages of "examination and investigation room + dispatch of supervisor office + township discipline inspection committee + petitioning room" to cooperate in case handling, coordinated personnel strength and case-handling resources, and selected professionals such as agricultural economics and land to participate in verification.

In addition, in the process of verification, we implemented the "Liyang Municipal Discipline Inspection Commission Supervision Commission Real-name Report and Accusation "3 + X" Feedback Handling Measures", took the initiative to feedback the progress of verification to Shen Moumou many times, in response to his high degree of concern, we invited him to witness the verification on the spot, and asked professional accountants to calculate the account details and answer his questions.

In this way, we pieced together and connected the fragmented information collected by multiple parties, and after methodical vertical and horizontal correlation comparison, we finally determined that Shen Moulin had two disciplinary facts.

After verification, Shen Moulin was punished with a warning from within the party. This concludes the case, but our work is not over. Since then, we have resolved the brothers' grievances over the years through multi-party communication, and let them shake hands and make peace. Hence the scene at the beginning of this article.

The reunion of the Shen brothers has also given me a deeper understanding of the petitioning work. On the one hand, we must take the reports of the masses seriously, not let go of every valuable clue to the problem, investigate the facts clearly, and give the masses an explanation; on the other hand, we must also try our best to resolve the knots in the hearts of the parties, resolve contradictions from the source, and improve the satisfaction of the masses.
