According to the news of the Heilongjiang Provincial Discipline Inspection Commission on the 18th, Yu Fei, former secretary of the party leading group and director of the Heilongjiang Provincial Department of Transportation, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision and investigation.
The Guanhai Liberation Bureau noted that Yu Fei's predecessor Gao Xuewen was also investigated, and according to official disclosures, there were 48 people involved in Gao Xuewen's major corruption cases. During Yu Fei's tenure as director, the department also dismissed a deputy director who "lived a luxurious life."
In 2018, the inspection team of the Heilongjiang Provincial Party Committee inspected the party group of the Provincial Department of Transportation. The inspection group gave feedback that there are many problems in the department, including the selection and appointment of personnel without paying attention to rules, the frequent occurrence of problems such as entering people in violation of regulations, and "promotion with illness," and the anti-corruption situation is still grim.
At that time, Yu Fei said that he would ensure that all the problems were rectified in place.

Yu Fei, male, Han ethnicity, born in May 1960, 60 years old, Heilongjiang Zhaodong people, joined the Chinese Communist Party in February 1982, joined the Communist Party of China in October 1986, graduated from Heilongjiang Provincial Water Conservancy College majoring in hydraulic architecture, on-the-job graduate degree.
Public information shows that Yu Fei has been serving in Heilongjiang for a long time.
In September 1979, at the age of 19, Yu Fei went to Heilongjiang Provincial Water Conservancy College to study hydraulic architecture, and more than two years later (February 1982) he became a technician in the Engineering Department of the Provincial Nihe Reservoir Management Office, and then Yu Fei worked in the Heilongjiang Provincial Water Conservancy Survey and Design Institute, the Provincial Planning Commission, the Provincial Development Planning Commission and other units.
In July 2004, Yu Fei was appointed as the director of the Fixed Assets Investment Division of the Heilongjiang Provincial Development and Reform Commission, and three years later, he was appointed as a deputy inspector.
In January 2011, Yu Fei took up the post of deputy director of the new provincial department of finance, and in April 2013, he was appointed as the secretary of the party group and deputy director of the Heilongjiang Provincial Transportation Department, and more than a year later, he became the director of the department.
After working in the Provincial Department of Transportation for 7 years, in June 2020, Yu Fei transferred to the Provincial People's Congress, when the official said that "due to the age limit, Comrade Yu Fei transferred to another post". Three months after the transfer of the npc, Yu Fei was investigated.

Yu Fei is the second director of the Heilongjiang Provincial Department of Transportation to fall. Before Yu Fei, Gao Xuewen, who served as the director of the Transportation Department of Heilongjiang Province, was Gao Xuewen.
Born in August 1956, Gao Xuewen served as director of the Jixi Municipal Transportation Bureau and director of the Heilongjiang Provincial Highway Bureau, and was appointed deputy director of the Heilongjiang Provincial Transportation Department in 2007 and director of the Heilongjiang Provincial Transportation Department in 2013.
Gao Xuewen and Yu Fei were also colleagues.
In 2013, when Yu Fei was transferred to the party group of the Heilongjiang Provincial Transportation Department, the director of the department at the time was Gao Xuewen, and the two worked together in one team for more than a year.
On October 17, 2014, Gao Xuewen fell. In December of the same year, Yu Fei became the director of the Transportation Department of Heilongjiang Province.
In May 2018, Zhu Jinyu, a member of the party group and deputy director of the Heilongjiang Provincial Department of Transportation, was investigated while Yu Fei was the director of the department.
Zhu Jinyu has been working in the transportation system for a long time, and in December 2011, he was appointed as a member of the party group and deputy director of the Provincial Department of Transportation, and was a subordinate of Yu Fei.
The Discipline Inspection Commission reported that Zhu Jinyu has long engaged in superstitious activities, taken advantage of his position to seek benefits for others and accepted money and materials in such areas as employing people, contracting highway construction projects, examining and approving passenger lines, and approving and appropriating highway construction funds, and was suspected of accepting bribes and committing crimes.
The Discipline Inspection Commission said that he regarded the recruitment and appointment of cadres and projects in the transportation field as his "way to make money" and wantonly amassed wealth; he should be dealt with seriously in his extravagant life and long-term illegal golfing.

In February 2018, the China Discipline Inspection and Supervision Daily published an article entitled "Harbin Black Cars Run Rampant And More Than 100 Protective Umbrellas Are Uprooted by Systematic Corruption."
The article mentioned that in the second half of 2017, Harbin City, Heilongjiang Province, smashed 7 "black car" gangs, transferred 174 illegal taxis to the public security organs, and seriously investigated and held accountable 129 party members and cadres and staff who acted as "umbrellas" for illegal taxi operations, and the number of accountable people was the highest since the founding of New China in Harbin.
Many of these "umbrellas" are transportation system officials.
In addition, from June 27 to July 27, 2018, the Eighth Inspection Group of the Heilongjiang Provincial Party Committee inspected the Party Group of the Provincial Department of Transportation.
The inspection team revealed that in October 2014, Gao Xuewen, deputy secretary of the party group and director of the former department, was investigated and punished for major corruption, involving 48 people, of which 6 department-level cadres and 2 section-level cadres were transferred to the judicial organs for handling.
In addition, the inspection group also gave feedback that the Heilongjiang Provincial Department of Transportation did not pay attention to rules in selecting and appointing people, and there were many problems such as entering people in violation of the law and "promoting people with diseases"; the implementation of the "two responsibilities" was not in place, and the pressure of managing the party and administering the party was not enough; party building was lacking; the grass-roots party building work was weak; the anti-corruption situation was still grim; and the management of the "four capitals and one project" seriously violated discipline and discipline.
At that time, Yu Fei said that he fully understood the grim situation facing the whole system in strictly administering the party, profoundly understood the extreme importance of doing a good job in the inspection and rectification work, and comprehensively implemented the responsibility system for the inspection and rectification work to ensure that the problems and opinions on the feedback from the inspection were comprehensively rectified and reformed.
