According to the official resume, Yu Fei is 60 years old, a native of Zhaodong, Heilongjiang, who joined the party in February 1982, joined the party in October 1986, and graduated from Heilongjiang Provincial Water Conservancy College majoring in hydraulic engineering and construction, with an on-the-job graduate degree.
Yu Fei, a technical graduate, entered the Nihe Reservoir Engineering Department in Heilongjiang Province as a technician after graduating in 1982, and became the deputy chief of the section two years later. The Nihe Reservoir is located in the lower reaches of the Nihe River, a tributary of the Hulan River, not far from Yu Fei's hometown of Zhaodong.

Less than two years later, in October 2014, Gao Xuewen fell. In December of the same year, Yu Fei became the director of the Transportation Department of Heilongjiang Province. According to the investigation results of the Heilongjiang Provincial Discipline Inspection Commission that year, Gao Xuewen took advantage of his position to seek benefits for others and accepted huge bribes; in violation of the regulations on honesty and self-discipline, he accepted gifts and gifts that might affect the fair performance of official duties.
