Less than a year after his fall, Su He, former party secretary and director of the Inner Mongolia Autonomous Region's State-owned Assets Supervision and Administration Commission,was prosecuted on two counts – accepting bribes and using influence to accept bribes.

According to the prosecution's allegations, Su He's wealth collection began with the post of "member of the party group and secretary general of the Baotou Municipal Government", and he took up the new post in 1991.

Su He, male, Mongolian, born in April 1955, 66 years old, Zhaoyuan, Heilongjiang Province, university degree, joined the Communist Party of China in January 1982, began working in March 1971.

Su He worked as a worker and journalist in his early years. In March 1971, at the age of 16, Su He became a worker at the Chajintai Ranch of the Zhelim League in Jilin Province, and later a worker at the Kezuohouqi Distillery in Jilin Province.

In July 1977, Su He became a reporter and editor at the Kezuohouqi Radio Station in Jilin Province. In March 1978, he went to Inner Mongolia Normal College for Nationalities to study Chinese language and literature in the Department of Chinese, and after graduation, he went to the Baotou Municipal Government Office.

Judging from his resume, Su He has worked in Baotou City for many years, successively serving as the secretary and deputy section chief of the Baotou Municipal Government Office, the deputy director of the Propaganda Department of the Baotou Municipal Party Committee, and the deputy director of the Organization Department of the Baotou Municipal Party Committee. In July 1991, at the age of 36, he became the secretary general of the Baotou municipal government and a member of the party group, and it was in this position that Su He received his first money.

In December 1993, Su He became a member of the Standing Committee of the Baotou Municipal Party Committee, and the following year he was transferred to the secretary of the Kundulun District Party Committee.

In May 1998, Su He was transferred to the deputy secretary of the Xilin Gol League Committee and executive deputy director of the Bureau, and became the deputy director of the Economic and Trade Commission of the Inner Mongolia Autonomous Region in March 2003, and the deputy director of the New Inner Mongolia State-owned Assets Supervision and Administration Commission in July of that year.

In March 2005, Su He was appointed Party Secretary and Director of the Inner Mongolia State-owned Assets Supervision and Administration Commission, after which he worked in this position for 10 years, and after stepping down in April 2015, Su He went to the people's congress system and retired in May 2018.

After retirement, Su He still unscrupulously amassed wealth.

According to the Tongliao Municipal People's Procuratorate's indictment, defendant Su He "took advantage of his original authority or position after retirement to seek improper benefits for others through the acts of other state functionaries in his position, and illegally accepted other people's property and property, and the amount was relatively large."

During his tenure as the head of the Inner Mongolia State-owned Assets Supervision and Administration Commission, Su He gave high-profile interviews many times.

"To fulfill the duties of investors, help enterprises prevent business risks, and do a good job in supervision is our unshirkable duty." Details determine success or failure, sloppy and careless. In a 2014 interview, Su He swore this.

But Su He did not achieve the unity of words and deeds.

According to official briefings, Su He seriously undermined the party's system of selecting and appointing people, selected and appointed cadres in violation of the law, and wantonly accepted money and goods, seriously undermining the political ecology of the state-owned assets system.

In addition, he was also accused of using his authority to obstruct and suppress accusations and accusations; acting as a "protective umbrella" for criminal syndicates and evil forces for the sake of officials who were not honest and honest, taking advantage of his position to seek benefits for his relatives, and accepting renovations provided by private business owners in violation of regulations; and interfering in cases for persons involved in criminal syndicates and evil forces.

Ironically, over the past few years, officials in Inner Mongolia's state-owned assets system have been investigated one after another.

For example, in February 2019, Lu Dangzhu, secretary of the party committee and chairman of Inner Mongolia Energy Construction Investment (Group) Co., Ltd., was investigated, and before being investigated, Lu Dangzhu had been working in this position for 5 years (January 2014 to February 2019); in March this year, Zhang Zhong, an outside director of Inner Mongolia Energy Construction Investment (Group) Co., Ltd., was also investigated.

Among them, Lu Dangzhu was accused of "being a leading cadre with party membership and a leading person in a state-owned enterprise, losing his ideals and convictions, being disloyal and dishonest to the party, resisting organizational censorship, and participating in superstitious activities," "investing in shares in similar operating enterprises of the enterprises he worked for," and "harming the asset rights and interests of state-owned enterprises."

According to a report from the Inner Mongolia Discipline Inspection Commission, in order to seek a smooth career and evade punishment, Lu Dangzhu specially arranged a golden and brilliant Buddhist hall of more than 20 square meters in his residence, enshrined more than ten large and small Buddha statues, burned incense in the morning and evening to worship the Buddha, meditate and chant. A number of reliable sources have confirmed that Lu Dangzhu embezzled more than 2 billion yuan of public funds and accepted bribes of more than 30 million yuan.

For another example, during Su He's tenure as the head of the Inner Mongolia State-owned Assets Supervision and Administration Commission, Cui Chen and Zhou Bingli successively served as the chairman of the board of directors and the secretary of the party committee of Baotou Steel (Group) Company.

Cui Chen served as the number one of Baotou Steel Group from May 2007 to May 2010, and then became the deputy director of the Economic and Information Technology Commission of the Inner Mongolia Autonomous Region (at the level of the main office), retired in 2012, and was investigated in July 2018.

The Discipline Inspection Commission reported that Cui Chen used the business activities of state-owned enterprises as a tool to grab private interests and engaged in "option corruption" of giving favors in office and returning on retirement.

Zhou Bingli was the number one of Baotou Steel Group from 2010 to 2016, and was later investigated. The Discipline Inspection Commission reported that he "handled official affairs in violation of regulations and caused heavy losses to state-owned enterprises."
