Zhao Cangbi was born in March 1916 in Zhao Jiawa Village, Yujiahe Town, Qingjian County, joined the revolution in January 1934, and joined the Party in November 1935.

He has successively served as a member of the Trilateral Prefectural Committee of the Shaanxi-Gansu-Ningxia Border Region, deputy commander of the Security Command, director of the Security Division of the Shaanxi-Gansu-Ningxia Border Region, director of the Public Security Division of the Beiping Municipal Public Security Bureau, deputy director of the Nanjing Municipal Public Security Bureau, deputy director of the Public Security Department of the Southwest Military and Political Commission, director of the Sichuan Provincial Public Security Department, member of the Standing Committee of the Sichuan Provincial Party Committee, vice governor and secretary of the Party Group of the Political and Legal Affairs Commission, secretary of the Secretariat of the Sichuan Provincial Party Committee, executive vice governor and president of the Southwest Institute of Political Science and Law. Affected by the Cultural Revolution, he returned to the Sichuan Provincial Party Committee in 1974 as executive deputy secretary. In March 1977, he was appointed Minister of Public Security of the People's Republic of China, Secretary of the Party Group, and later Political Commissar of the Chinese People's Armed Police Force. He was a member of the 11th and 12th Central Committees of the Communist Party of China, a member of the 13th Central Advisory Committee, and a deputy to the 3rd National People's Congress.
He retired to the second tier in 1983 and died on May 11, 1993.

Before and after the founding of the People's Republic of China, Zhao Cangbi took part in the work of taking over the puppet police stations in Beiping, Nanjing, and Chongqing, resolutely suppressed counter-revolutionaries and criminal offenders, maintained social order, and defended the nascent people's power. During the period of socialist construction, he devoted himself to the work of political science and law, finance and trade, united front, and nationalities in Sichuan Province, and made outstanding achievements. During the "Cultural Revolution," he took a firm stand and waged a resolute struggle against Lin Biao and the "Gang of Four."

In March 1977, Comrade Zhao Cangbi was transferred from the Sichuan Provincial Party Committee to the Ministry of Public Security.
