In all cities and counties in our province, there are not a few rubber farmers like Zhou Faduo. It is understood that Hainan Natural Rubber Industry Group Co., Ltd. (hereinafter referred to as Hainan Rubber) and the Shanghai Futures Exchange (hereinafter referred to as the Shanghai Futures Exchange) cooperated to carry out the over-the-counter option poverty alleviation project in 2019. After 3 years of practice, the project has further improved the ability to guarantee rubber prices with the model of "leading enterprise + financial innovation", helped rubber farmers resist natural rubber price fluctuations to a certain extent, protected the vital interests of the majority of rubber farmers in Hainan, and achieved the good effect of increasing enterprise income and increasing rubber farmers' income and poverty alleviation.
Build a multi-party connection mechanism
In Hainan, the rubber industry is the main economic source for many villages and towns, especially in remote areas and villages, and it is also the hope for local rubber farmers to increase their income and get rid of poverty. However, in recent years, as the market price of natural rubber continues to be sluggish, the income of rubber farmers has decreased, the willingness to produce has decreased, and even some rubber forests have abandoned pipes and cuts.
In order to improve the natural rubber price guarantee system, on the basis of the natural rubber "insurance + futures" carried out in Hainan in the previous period, in 2019, it began to try to jointly promote the natural rubber over-the-counter option poverty alleviation project with Hainan Rubber, innovate the rubber price insurance model, improve the rubber price protection ability, effectively resist the risk of price fluctuations, and effectively protect the interests of poor rubber farmers.

"Through the implementation of the project, a multi-party connection mechanism can be established." Zheng Youguang, deputy general manager of Hainan Rubber Golden Oak Company, said that through the project, the funds provided by the previous period were operated by the futures company, and the proceeds formed were used as over-the-counter option subsidy funds, and the subsidy funds were handed over to Hainan Rubber Golden Oak Company to be responsible for the "secondary settlement" method, issued to rubber farmers, and directly subsidized to the price of natural rubber raw materials purchased.
Zheng Youguang said that the over-the-counter option poverty alleviation project is to give play to the leading role of leading enterprises in industrial poverty alleviation, use the flexibility of the over-the-counter option program, and reasonably guarantee the price of some natural rubber fresh rubber latex purchased by rubber enterprises, attract rubber farmers to sell fresh rubber latex to the purchase points set by rubber enterprises, and improve the income level of rubber farmers.
This move can not only enhance the ability of the real economy served in the previous period, but also directly protect the income of rubber tapping farmers, so as to enhance the enthusiasm of rubber farmers, which is of great practical significance for promoting the development of the rubber industry in our province and ensuring the purchase and production of rubber raw materials in Hainan.
Effectively enhance the willingness of rubber farmers
"Off-site projects have allowed rubber farmers to get real benefits, and cutting glue is more active!" At the eighteen-kilometer purchase point, Fu Yingnu, a rubber farmer in Wuji Village, who had just sold two barrels of glue, pasted her wisdom glue collection card on the induction area of the smart glue collector.
After the sound of "drop", the weight, unit price, dry content and other parameters of the glue and the corresponding over-the-counter option subsidy amount are immediately displayed on the screen of the smart glue collector, which is very convenient. "These data are also recorded in real time on the rubber smart acquisition platform, and the income from selling rubber and the amount of subsidies can be settled online through the platform, and then entered into the bank card." Fu Yingnu said that she and her husband had received more than 500 yuan of over-the-counter option subsidies.
It is understood that in the implementation of the over-the-counter option poverty alleviation project, Hainan Rubber relies on the rubber wisdom acquisition platform to achieve real-time collection of rubber farmers' rubber sales information every day, automatically calculate the corresponding subsidy amount, and realize the complete recording and inquiry of information from the collection of rubber farmers' identity information, rubber sales, subsidy issuance, etc., providing effective information management for the implementation of over-the-counter option business.
Zheng Youguang said that in recent years, due to the fluctuation of natural rubber prices, rubber farmers have returned to poverty from time to time. The OTC Option Poverty Alleviation Program will bring many benefits. The first is to target groups and implement accurate poverty alleviation. The project gives priority to the establishment of archives for poor rubber farmers, covering poor townships (towns), village committees, village groups, etc., and has a positive role in stabilizing the hearts and minds of poor households, rubber farmers and promoting the development of the natural rubber industry.
It is understood that in 2020, Hainan Rubber Golden Oak Company paid a total of 7 over-the-counter option subsidies and reissued option funds 1 time, with a total payment of 10.2318 million yuan, of which the (former) poor city and county payment amount was 6.589 million yuan, and the amount paid by other cities and counties was 3.6428 million yuan.
In addition, the project also strengthens the development of the industry by improving the connection mechanism. In the case of frequent fluctuations in natural rubber prices, through over-the-counter option subsidies, further improve the natural rubber price guarantee system, realize the expected benefits of rubber farmers, ensure the increase of rubber farmers' income, effectively enhance the enthusiasm and initiative of rubber farmers for rubber forest management, protection and cutting, and help alleviate the increasingly serious phenomenon of abandonment, cut-off and deforestation.
"The effect of the subsidy is really visible." Fu Jiaohua, the person in charge of the acquisition site, calculated that before the over-the-counter option project was launched, there were less than 100 rubber farmers who came to sell rubber every day, and now there are nearly 200 people every day, including many "new" rubber farmers who have re-tapped rubber. "In the past, you could only collect four or five tons of glue a day, but now there are at least eight or nine tons a day, and you can't stop from 7 a.m. to one or two o'clock at noon." Fu Jiaohua said.
According to statistics, since the launch of the project, through the support of the "rubber smart acquisition platform", the over-the-counter option poverty alleviation project has served 73,107 rubber farmers, the output involved in the subsidy is about 41,351 tons, and 17.1697 million yuan of subsidies have been issued, which has increased the income of rubber farmers and improved their enthusiasm for rubber tapping.
