From October 19 to 20, the Provincial Department of Justice held the 2021 Provincial Public Legal Service Business Training Course in Haikou. The training course aims to implement Xi Jinping Thought on the Rule of Law, deeply study the Civil Code of the People's Republic of China and the Legal Aid Law of the People's Republic of China, continuously improve the quality and management level of public legal services in our province, and provide high-quality and efficient legal services for the construction of Hainan Free Trade Port to create a first-class business environment. With the theme of "taking the people as the center and doing a good job in legal service work", focusing on the core essence of Xi Jinping Thought on the Rule of Law, combined with the actual and real cases of public legal service work in our province, Chen Wenbin explained the importance of doing a good job of public legal service work with the people as the center in multiple dimensions and in an all-round way, and proposed to meet the people's multi-level, multi-field, diversified and high-quality legal service needs as the goal, and continuously do a good job in the system integration and innovation of the island-wide urban public legal service system. It is necessary to give full play to the role of village (residence) legal advisers, better serve the work of rural revitalization, strengthen service supply and optimize the allocation of resources, and promote the people to use rule of law thinking and rule of law methods to resolve disputes over homesteads, marriage and family, land contracting, production and operation. It is necessary to raise the people's awareness of public legal services through case interpretation and accurate publicity, fully stimulate the people's creative power to promote the construction of the rule of law, and truly make the rule of law a weapon to protect the legitimate rights and interests of the people, so that the results of the rule of law can benefit more people.
During the training, the study video of the "Special Lecture on the Civil Code" of the national legal aid training textbook was played; Wang Tao, deputy director of the Social Law Office of the Legislative Affairs Commission of the National People's Congress, interpreted the Legal Aid Law; the backbone of the Provincial Public Legal Service Administration and the Provincial Legal Aid Center respectively explained the management of the "12348" public legal service platform, the operation of the hotline, the management of public legal services, and the revised draft of the legal aid regulations of Hainan Province; Fang Jianxin, director of the Quality Management Division of the Academy of Forensic Sciences, respectively, explained the management of the "12348" public legal service platform, the operation of the public legal service, the management of public legal services, and the draft revision of the legal aid regulations in Hainan Province.
